•� 43 <br />As per agreement between the Contractor, Oscar C. Holnes and yourself, the contractor cor- <br />the joint construction in the reservoir tanks as directed by this office. This work was <br />completed on Tank #2 - 7/28/59 and on tank #1 - 8/3159. Immediately upon completion of <br />the contractor's work an each tank a programme of testing and chlorinating was commenced. <br />The results of this testing are as follows. <br />le At this date, each tank leaks slightly less than 18 gallons per hour as evidenced <br />by the flaw from the underdrain pipe, or about 20¢ worth of water per day. This <br />will lesson as time goes on. <br />2. August 16th, five minor damp spots have appeared on the wall of the tanks - these, <br />are all deminishing in extent with the passage of time and two have dried up en- <br />tirely. <br />The above items have been ehecked out with engineers from East Bay Municipal District and <br />the designer of prestressed tanks for the City of Richmond whose aggregate experience <br />covers over 65 prestressed concrete water tanks. Their conclusion is that this amount of <br />leakage is within the limits of acceptability. When acceptance iB *ads of the work it <br />should be stipulated that the work again be reviewed prior to the termination of the guar- <br />antee period and findings at that time given consideration. <br />We have been advised that the listing under item #2 is of a temporary nature and will <br />disappear in a short time. <br />The roofs of both tanks have a cracking and deflection problem* We have reviewed this <br />with the consulting engineer and are awaiting a reply and solution to this problem. <br />These roofs were constructed according to plans and specifications submitted by our <br />consultant. <br />The City Manager recommended that the Council not accept the job until they had a signed release by <br />the consulting engineer. No Council action was taken at this time. <br />Discussion of newspaper publicity on the possible adoption of the Sales & Use Tax by San Mateo County. <br />This item was removed from the agenda. <br />Councilman Spillers moved adoption of RESOLUTION N0. 2857 APPROVING AND AUTHORIZING EXECTION OF AGREEMENT <br />WITH EBASCO SERVICES, INCORPORATED, PROVIDING FOR CONSULTING SERVICES IN CONNECTION WITH A TRAFFIC ORIGIN - <br />DESTINATION SURVEY, seconded by Councilman Fields and carried on roll call, Councilman Weymouth being <br />noted absent. <br />COMMUNICATIONS: <br />Creed Be Haberlin, member of the County Parks and Recreation Commission, complimented Police Officer <br />Phil Bray and other members of the Redwood City Police Department for the way they conducted the <br />wrestling and boxing matches at the San Mateo County Fair and Fiesta. <br />Allan Rollins expressed his personal appreciation and thanks to Pasco Baltiarini, Park Superintendent, <br />for his efforts in making the American Legion Baseball Tournament so successful. He referred to the <br />excellent care of the diamonds. <br />Don S. Wilson, County Engineer and Road Commissioner, forwarded a certified copy of County Resolution <br />No. 14206 which appropriates funds from County Aid to Cities Program to match the City's contribution <br />from Gas Tax Funds for the improvement of Jefferson Avermie, within Redwood City, diring the fiscal <br />year 1959-60. Councilman Granger moved that a letter be sent to the Board of Supervisors thanking <br />them for their consideration and cooperations (MINUTE ODER #59-140)2 seconded by Councilman Herkner <br />and carried. <br />I <br />6" Copy of letter sent to Senator Thomas H. Kuchel by Alvin S. Hatch, Chairman of the Greater Highways <br />Committee of County of San Mateo, was read. The letter requested that he take whatever steps he felt <br />necessary in order to secure passage of appropriate legislation at this session of Congress to prevent <br />complete breakdown in highway construction progress in this state as well as the nation. Similar let- <br />ters had been sent to Senator Clair Engle, Congressman J. Arthur Younger and to all members of the <br />Greater Highways Committee. Councilman Herkner reported that the Council did not need to write letters <br />because the Committee had already written the letters. <br />City of Berkeley sent a copy of the minutes of the Program Committee meeting, together with a copy of <br />the agenda for the 8jo-city meeting to be held as a no -host dinner at 600 p. m., Friday, October 2, <br />1959, at the Hotel Clarmont, Berkeley. Purpose of the meeting is to consider the possible formation <br />of a Metropolitan Council in the Bay area. <br />
