Deputy City Engineer Moen reported that the low bid <br />was that submitted by Douglass & Woodhouse in the amount of $5,569.31• City Attorney Costello recommended <br />that -the bid not be awarded at this time but continue the matter in order to check the grade problem. <br />Attorney Lebsack recommended that the Council continue the public hearing in order to give consideration <br />as to whether or not the changes of grade would create a possible damage suit problem. The Mayor read the report of the City Manager (see fact sheet). <br />After discussion, Councilman Rosselli moved that they set the tax rate at $1.265, seconded by Councilman <br />Herkner.
