Dodge, it a. - <br />Minutes of the Regular Meeting <br />Redwood City Council <br />September 28, 1959, 8:00 P.M. <br />City Clerk R. S. Dodge asked for nominations for Mayor pro -tem. Councilman Spillers nominated Councilman <br />Weymouth, seconded by Councilman Herkner and carried. <br />. Invocation was led by Dr. Paul S. Kurtz, First Methodist Church, <br />ON ROLL CALL the following were noted present: Councilmen Ron S. Fields, Sidney D. Herkner, John Rosselli, <br />Robert Spillers, Mayor pro --tem Ray Weymouth and City Clerk R. S. Dodge. It was reported that Mayor <br />William Royer was attending funeral services and would be present later in the meeting, and Councilman <br />Floyd D. Granger was noted absent. Also noted present,were City Manager J. E. Neal, City Attorney <br />Robert J. Costello, Assistant Planning Director Leonard Knittel, City Engineer Glenn M. Jain, Police <br />Captain Theodore Moudakas, Maintenance Superintendent Doyle Chester, Traffic Engineer Arthur U. <br />Eskelin, Water Superintendent H. L. Winter, Police Lieutenant Joel Mansfield, Building Inspector S. H. <br />Kroiss and Deputy City Clerk .Vivian Holmquist. <br />Councilman Herkner moved approval of the minutes of September 21, 1959, as mailed, seconded by Councilman <br />, Spillers and carried. <br />PUBLIC HEARING ON BAYSHORE INDUSTRIAL PARR NO. 1 (Price Development). The public hearing was declared <br />open and theaffidavits of posting and publication were ordered filed. There being no protests, writ- <br />ten or oral, Councilman Herkner moved that the public hearing be closed, seconded by Councilman Spillers <br />and carried. <br />Councilman Rosselli moved adoption of RESOLUTION NO. 2877 BEING THE RESOLUTION OF PUBLIC CONVENIENCE AND <br />NECESSITY, BAYSHORE INDUSTRIAL PARK NO. 1, seconded by Councilman Fields and carried unanimously on <br />roll.call, Councilman Granger and Mayor Royer being noted absent. <br />PUBLIC HEARING ON THE PLANNING COMMISSIONTS RECOMMMATION TO DENY THE APPLICATION.OF-ARTHUR & GUDRUN <br />ANDERSON to amend Section 4.2 of the Zoning Ordinance No. 600 to provide for the rezoning of the <br />northwesterly 80 feet of Lot 3, in Block.B,,Woodside Acres Map No. 1 (1433 Oxford Street), from R-2 <br />District to R -3-G District. The public hearing was declared open and the affidavits of notice were <br />ordered filed. There were no protests. Arthur Larsen, real estate agent representing the applicants, <br />addressed the Council. This was followed by discussion with regard to the Planning Conmi.ssion's intent <br />to rezone the balance of the block from R-2 to R -3-G District. Councilman Rosselli moved that the pub- <br />lic hearing be closed, seconded by Councilman Fields and carried. Councilman Spillers moved to instruct <br />the City Attorney to prepare the necessary ordinance rezoning the property, seconded by Councilman <br />Herkner. The motion lost on roll call with Councilmen Fields, Rosselli and Mayor pro -tem Weymouth <br />voting no, Councilman-Herkner and Spillers voting -yes, and Councilman Granger and Mayor Royer being <br />noted absent. <br />PUBLIC HEARING ON THE LOYAL ORDER OF MOOSE APPEALING FROM THE BOARD OF ADJUSTMENTS DENIAL OF A USE PERMIT <br />for the construction of a lodge upon parcel 2 of Resubdivision of Lands of Offstad Homes. The public <br />hearing was declared open and the affidavit of mailing filed. A representative of the Moose Lodge <br />asked that the matter be continued until such time as there was a full council. There being no object- <br />ions to this request, Councilman Spillers moved to continue the public hearing until October 26th, <br />
