Minutes of the Regular Adjourned Meeting <br />Redwood City Council <br />October 31, 19603, 8:00 P.M. <br />Invocation was led by .Reverend Douglass Ewan, First Methodist Church. <br />ON ROLL CALL the following were noted Ir esent:. Councilmen Ron W. Fields, Floyd D. Granger, Sidney D. <br />Herkner, John S. Rosselli, William H. Royer, Harold C. Stehle, Mayor Ray A. Weymouth and City Clerk <br />I Helen Moore. Also present were City Attorney Robert J. Costello, City Engineer Glenn M. Jainp Building <br />Inspector S. H. Kreiss, Police Captain Theodore Moudakas, Water Superintendent H. L. Winter, Assessor - <br />Auditor John J. Brophy, Planning Director Dick Wilkinson, Fire Chief J. L. Lodi, Assistant Planning <br />Director Leonard Knittel, Traffic Engineer Arthur U. Eskelin, Planning Commissioners MacDonald and <br />Snyder, and Deputy City Clerk Vivian Rifb jerg. <br />�rr Councilman Fields moved approval of the minutes as mailed, seconded by Councilman Rosselli and carried. <br />Reverend York addressed the Council on the status of the Easter Cross rehabilitation and reported that the <br />Ministerial Association would still be holding their meeting Wednesday morning and will still continue <br />to try to interest the citizens in the need for the cross and seek their financial support. Council- <br />man Royer moved that the staff be asked to make every effort to erect some type of cross and have -it <br />erected on or before Christmas, and report their findings to the Council as soon as possible, seconded <br />by Councilman Herkner and carried. <br />CONTINUATION OF PUBLIC HEARING ON EDGENOOD ANNEXATION 1-C. The public hearing was declared open. There <br />being no objections, Councilman Rosselli moved to continue the matter until November 21st, seconded by <br />Councilman Stehle and carried. <br />PUBLIC HEARING ON PROPOSED MARSHALL STREET IMPROVEMENTS, JEFFERSON AVENUE TO MAIN STREET, PER "RESOLUTION <br />OF INTENTION NO. 3219". Chester W. Lebsack, attorney for the district, recommended that the proceed- <br />ings be terminated for the reasons set forth in a letter dated October 31, 19609 addressed to Mr. Glenn <br />M. Jain, City Engineer. Councilman Royer moved that all proceedings pending for Marshall Street Improve- <br />ments between Jefferson Avenue and Main Street, as set forth in Resolution bf_Intention No. 3219 adopted <br />by the Council of Redwood City .on October lu, 1960, be terminated without prejudice to the right of the <br />Council to recommence new proceedings at, -..any time that said Council determined that public conveniencw <br />and necessity so required; that all bids received for doing the work set forth in said resolution of <br />intention No, 3219 received by the Clerk of the City of Redwood City are hereby directed to be returned <br />unopened to all persons submitting such bids (MINUTE ORDER #60-217), seconded by Councilman Fields and <br />carried. <br />PUBLIC HEARING ON THE RESOLUTION OF INTENTION BY. THE PIANNING COMMISSION TO AMEND ORDINANCE NO. 600 TO REQUIRE <br />THAT ALL GRADES, GARAGE SPACES AND PARKING SPACES REQUIRED BY THE PROVISIONS OF SAID ORDINANCE NO. 600 <br />shall have access to a dedicated public right of way improved to minimum City standards. The public <br />hearing was declared open and the affidavit of notice ordered filed. The Planning Commission found the <br />ba" f ollowing fa cts r <br />1. There are numerous rights-of-way in Redwood City that are unimproved and in some cases not recogni- <br />zable as public right-of-way. <br />2. Some dedicated unimproved alleys and streets are being recognized as access for vehicles to indi- <br />vidual parcels of land. <br />3. During and after stormy weather the Commission believes it is questionable that vehicles can be <br />placed on their designated parking spaces or garages as required by certain sections of the existing <br />zoning orainance. <br />The Planning Commission recommends the following: The necessary sections be added to Ordinance No. 600 <br />so that garages, carports and/or garage spaces are always accessible from improved streets or alleys. <br />
