After Considerable Council discussion, Councilman Rosselli moved <br />that the public hearing be closed, seconded by Councilman k'ields and carried. <br />Councilman Rosselli moved introduction of an ordinance adding Sections 15.2 and 15.3 to Ordinance No. 600, <br />the Redwood City Zoning Ordinance: to require that garages, garage spaces and parking spaces have access to <br />improved public rights of way, seconded by Councilman Stehle and ca cried unanimously on roll call vote. <br />PUBLIC HEARING ON RESOLUTION OF INDENTION BY THE PLANNING C014MISS-1-014 TO AMEND ORDINANCE NO. 600 TO PROHIBIT DELL- <br />1.04 <br />INGS AND RESIDENTIAL USES IN DISTRICTS OTHER THAN "'R1' DISTRICTS. The public hearing was declared open and <br />the affidavits of notice were ordered filed. The Planning Commission found the following facts: <br />1. Multi -family or residential uses openly permitted in commercial zones without the normal minimum require- <br />ments for this development are causing overbuilding on certain parcels and changing the character of the "N" <br />commercial area. %-a <br />2. There are commercially zoned districts which do not have industrial or commercial demands at this time <br />and the existing regulations permit haphazard filling in of the multi -family and residential uses in <br />business districts. <br />3. No one appeared at the public hearing in protest. <br />The Planning Commission recommends the zoning ordinance be amended to exclude residential use from the pro- <br />fessional, commercial and industrial districts. <br />There were no written communications. Andy Oddstad, Mr. Aaronson, George Crothers and John Tehaney all pro- <br />tested and stated the reasons for their protests. Planning Commissioner MacDonald explained why they felt <br />this amendment was necessary. The Council raised the question of the possibility of adding a use permit <br />section to this proposed amendment. Councilman Fields moved to continue the public hearing to November 21st, <br />seconded by Councilman Stehle. The City Attorney recamnended that they continue this matter to the shortest <br />possible time. The motion was changed to continue the matter to November Hath and then carried unanimously. <br />PUBLIC HEARING ON REAPPCRTIONMENT OF ASSESSMENT NO. 10, INDUSTRIAL SPAY, REQUESTED BY ROBERT AND LUCY MENS. The <br />public hearing was declared open and theaffidavit of publication ordered filed. The Clerk read the report of <br />the Street Superintendent. There being no protests, written or oral, Councilman Royer moved that the public <br />hearing be closed, seconded by Councilman Fields and carried. Councilman Fields moved adoption of RESOLUTION <br />NO 3232 CONFIRMING STREET SUPERINTENDENT'S REPORT AND AMENDED ASSESSMENT, ASSESSMENT NO. 10, INDUSTRIAL WAY <br />IMPROVEMENTS, BOND SERIES 1955-2, seconded by Councilman Rosselli and carried unanimously on roll call. <br />Councilman Rosselli moved adoption of ORDINANCE N0. 982 APPROPRIATING THE SUPR OF $4,000 FROM THE UNBUDGETED, UNA- <br />PPROPRIATED BAIANCE OF THE GENERAL FUND TO THE TENNIS COURT RESURFACING ACCOUNT CF THE GENERAL FUND, seconded <br />by Councilman Rayer and carried unanimously on roll call.
