R <br />with no Council action being taken* <br />The City Manager stated that the detailed report on the Sequoia Reservoirs was not yet ready for sub- <br />mission., and that the bids for waterproofing the reservoirs would be on the agenda for Mondays November <br />21s 1960. <br />Bids for the construction of the Municipal Marinas which were submitted to the Council at the meeting of <br />November 14, were discussed* Since the lowest submitted exceeds the amount available for the project., <br />ways of reducing the cost of the project were discussed in details Councilman Rosselli moved that the <br />bids be rejecteds, seconded by Councilman Stehle. Councilman Royer amended the motion to carry the <br />b I ids on the agenda to November 21 at which time the City Manager should present a recommendation as <br />to readvertising for new bids* After discussion, the original motion and the amendment were withdrawn. <br />Councilman Royer then moved that the bids be carried on the agenda to Monday., November 21sts the City <br />Manager being requested to submit an alternate plan for consideration., seconded by Condneilman Fieldsq, <br />After further discussion., this motion also was withdrawn* Councilman Rosselli moved to reject an <br />bids for construction of the Marinas seconded by Councilman Stehle and carried on roll call vote., Coun- <br />cilman Granger voting no., since be took the position no formal action should be had at an adjourned <br />meeting called for study. (MINUTE ORDER #6u-238) <br />Councilman Royer moved that the matter of readvertising for bids be placed on the agenda for November <br />21, tne City Manager to bring in a recommendation., seconded by Councilman Herkner and carried* (MINUTE <br />ORDER #60-239) <br />After further discussion of the financial aspects of the Marina construction., Councilman Herkner moved <br />to direct the City Attorney to prepare a resolution for the agenda of November 21 for transmittal to <br />the Division of Small Craft Harbors., reciting the facts re-Lating to the rejection of the Marina bids <br />including the possibility that an additional 10% loan from the State for construction purposes would <br />be needed CNINUTE ORDER #60-240)s seconded by Councilman Royer and carried on roll call., Councilmen <br />Fields and Granger voting no. <br />Edgewood Annexation was deleted from the agenda. <br />The possibility of Redwood City participating with the State in the Five Points interchange Construction <br />through receipt of sales tax money was discussed. The City Attorney reported that he is exploring the <br />best means of providing for a joint State -City -County project., <br />Councilman Rosselli brought up the following items for discussion: (1) Need for voting machines* (2) Condition: <br />of the trampoline near the railroad tracks on Jefferson Avenue. (3) Proposed street improvements on <br />Nueva Street and vicinity. The City Engineer reported that a petition for these improvements had been <br />prepared some weeks previously and is being circulated* <br />The C I ity Manager was requested to submit a monthly report to the Council showing the important highlights <br />of City activities* <br />Councilman Fields moved that the fourth Monday of each month be set aside for policy decisions$ and that the <br />agenda for this meeting be kept at a minimum to allow time for discussion on policy matters (MINUTE <br />ORDER #60-241), seconded by Councilman Royer and carried on roll call votes Councilman Granger voting <br />no. <br />The meeting adjourned on motion of Councilman Royerp seconded by Councilman Stehle and carried.
