<br />Invocation was led by Reverend Clerk Helen C. Moore,
<br />ON ROLL CALL the following were noted present: Councilmen Floyd D. Granger, Sidney D. Herkner, John S. Rosselli,
<br />William H. Royer , Harold C. Stehle, Mayor Ray Weymouth and City Clerk Helen C. Moore. Councilman Ron
<br />Fields was noted absent. Also noted present were City Manager J. E. Neal, City Attorney Robert J. Costello,
<br />Water Superintendent H. L. Winter, Fire Chief J. L. Lodi, Planning Director Dick Wilkinson, Building Inspector
<br />S. H. Kreiss, Police Chief William Faulstich, City Engineer Glenn M. Jain, Assessor -Auditor John J. Brophy,
<br />Assestant Planning Director Leonard Knittel, Planning Commissioner Vincent Rambo and Deputy City Clerk Vivian

<br />Councilman Rosselli moved approval of the minutes of November 14th and November 17th, as mailed, seconded by Coun-
<br />cilman Stehle and carried.
<br />The Clerk administered the loyalty oath to Edward J. Voss, Personnel Board member. The Mayor presented the
<br />"Certificate of appointment" to Mre Voss,
<br />CONTINUATION OF PUBLIC HEARING LESLIE ANNEXATION 2 -Be The public hearing was declared open. There being no pro-
<br />tests, written or oral, Councilman Herkner moved that the -public hearing be closed, seconded by Councilman
<br />Rosselli and carried. Councilman Royer moved that the proceedings be terminated (MINUTE ORDER #60-241),
<br />seconded by Councilman Herkner and carriea.
<br />CONTINUATION OF PUBLIC HEARING EDGEffOOD ANNEXATION 1-C. The public hearing was declared open. There being no pro-
<br />tests, written or oral, Councilman Rosselli moved to continue the matter for two weeks, seconded by Codncil-
<br />man Stehle and carried.
<br />PUBLIC HEARING ON THE PETITION OF GEORGE Y. AND HATSUYE TSURUMOTO, CLARENCE AND MILDRED TEMPLE, EDWARD AND ILENE

<br />HAZELHURST AND EDWIN N. BAL LERSTEIN, to amend Section 4el of Ordinance No. 60U to rezone from R-1, Single
<br />Family Residential District to C-1, Limited Commercial District, property described as Lots 18, 19, 20 and ""W
<br />21, Block 4, Kensington Square; said property also known as 569 Alameda de las Pulgas, 3114 and 3161.1 Jefferson
<br />Avenue, and 518 Upton Street (PURITY STORE). The public hearing was declared open and the -affidavits of notice
<br />were ordered filed. The Planning Commission found the following facts:
<br />1. This proposed amendment consists of four lots which are in the City of Redwood City and front on Jefferson
<br />Avenue and Alameda de las Pulgase ,
<br />2e Nine lots adjacent to the above mentioned parcels are in the County of San Mateo and the above mentioned
<br />public hearing for rezoning from a single family to Commercial District is being heard by the Board of
<br />Supervisors. The County Planning Commission has completed its action and recommends to the Board of
<br />Supervisors denial of the request.
<br />3e A petition opposing the rezoning to commercial containing 1132 signatures was filed with the Planning
<br />Commission. Sixty-three percent oft he signatures were within four blocks of the proposed rezoning area.
<br />Ninety plus percent of the property owners within 300 feet of this property signed the petition.
<br />4• Representatives for and against the proposal appeared at the public hearing.
<br />5• The planning staff made an extensive study of the situation and recommended against the commercial dist-
<br />riot in this area.

<br />The Planning Commission recommends the petition to rezone be denied. This would constitute a spot zone of
<br />commercial surrounded by single family residential on three sides and separated from the existing shopping
<br />area by a major street which would divide the proposed commercial area.
<br />A petition containing 29 signatures opposing the rezoning was read. The following people wrote letters in
<br />opposition: Annette De and Ralph E. Howitt, 51U Lancaster Way; Peggy E. Cloud and Vir,gitia Je Margettse
<br />Fieldman & O'Donnell, representing Land Development Company which is opposing the rezoning, submitted a report
<br />by William Ee Spangle, Jre, City and Regional Planner. Henry Ellers and Mr. Brotm, representatives of Purity
<br />Stores, addressed the Council and stated their reasons why they thought the property should be rezoned. They
<br />presented a petition with 50y signatures favoring the granting of the rezoning. Mr. Ellers stated that his
<br />clients, if granted the rezoning, even tually proposed to lease the corner of Alameda and Jefferson to a gas
