The following people spoke in favor of spend- <br />ing the accumulated surplus funds in the critical areas as outlined by the Water Superintendent: <br />Harrison Rogers; Louis Welch, 405 Upland Road; D. Rall; Mr. Holliday, Oak Park Way: and Gerald Ballou, <br />400 block Upland Road. There being no objections form the people in the audience to the spending of <br />the money, Councilman Fields moved that the plans submitted by Mr. Winter be carried out (MINUTE ORDER <br />#60-252), seconded by Councilman Rosselli and carried. <br />FURTHER DISCUSSION, STREET STANDARDS FOR HILL AREAS. There being no protests, Councilman Royer moved to <br />accept the recommendation of the Planning Commission and staff setting up minimum standards and policy <br />for the hill areas (MINUTE ORDER #60-253), seconded by Councilman Herkner and carried. <br />Councilman Royer moved adoption of RESOLUTION NO. 3251 APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT FOR <br />STATE ADMINISTRATION OF LOCAL SALES AND USE TAXES, seconded by Councilman Stehle and carried unani- <br />mously on roll call. <br />The City Manager announced that there were no communications. <br />DISCUSSION ON P. C. A. DEVELOPMENT. Considerable discussion was had on the Pio C. A.ts application to sub- <br />divide their property into 4 parcels. The City Attorney informed the Council that this was not a <br />matter under consideration tonight. The matter before the Council at this time was whether or not they <br />wanted the City to enter into an agreement with the PCA relative to improvements of the water and sewer <br />lines. Councilman Granger moved adoption of RESOLUTION N0. 3252 AUTHORIZING EXECUTION (F IMPROVENKRT <br />AGREEMENT INC ONNECTION WITH THE PENINSULA CELEBRATION ASSOCIATIONS SUBDIVISION, AND AUTHORI21NO ACCEPTa4 <br />ANCE OF DEED subject to resolution becoming effective an December 2nd and no appeal being submitted on <br />the action of the Subdivision Committee, seconded by Councilman Herkner and carried unanimously on roll <br />call. <br />The City Attorney reported that they had been successful in reaching a settleaent'in the McCune4awyer case. <br />The City offered to settle clear $2500, $1250 to the McCunes and $1250 to Mrs. Sawyer: The City <br />Attorney recommended approval of the settlement and this was concurred in by the assessment district <br />attorney. Councilman Rosselli moved adoption of RESOLUTION N0. 3253 AUTHORIZING AND APPROVING SETTLE- <br />MENT OF LITIGATION, JOHN W. McCUNE, HELEN McCUNE, AND RUTH SAWYER vs. CITY OF REDWOOD CITY; AND, <br />AUTHORIZING PAYMENT OF $2,500 THEREFOR, seconded by Councilman Fields and carried unanimously on roll <br />call. <br />Councilman Granger moved introduction of an ordinance appropriating the sum of $2,50® from the Unbudgeted <br />Unappropriated Balance of the General Fund to General Government, Miscellaneous Expenditures, seconded <br />by Councilman Stehle and carried. <br />The City Attorney delivered copies of a letter from Kirkbride-Wilson-Harzfeld and Wallace requested by the <br />Council. The letter indicatOd that their services in litigation in connection with the Parking District <br />are to be paid on a reasonable fee basis, subject to the approval of the City Council, and payable as an <br />incidental expense of the project from the Parking District construction fund. (Reference: letter in <br />Parking District, Parking Lot VI, file) Councilman Royer moved approval of the letter and authorized <br />association of Kirkbride-Wilson,etc. with City Attorney Costello, in the defense of litigation concern- <br />ing matters relative to Parking District proceedings or construction (MINUTE ORDER #6u-254), seconded <br />by Councilman Granger and carried. <br />It was called to the attention of the Council that Councilman Fields was not present at the meeting of Nov- <br />ember 21st and thus should not have made the motion to approve the minutes. C ouncilman'Fields with- <br />drew his motion. Councilman Stehle moved approval of the minutes of November 21st as mailed, seconded <br />by Councilman Rosselli and carried. <br />Councilman Fields left the meeting at 9:22 p. m. <br />
