51 Minutes of the Regular Meeting Redwood City Council December 5, 1960s, 8:00 P.M. Invocation was led by Reverend Marion D. Pember. ON ROLL CALL the following were noted present: Councilmen Ron W. Fields, Floyd D. Granger, Sidney D. Herkner, John S. Rosselli, William H. Royer,. Harold C. Stehle, Mayor Ray A. Weymouth and City Clerk Helen C. Moore. Also noted present were City Manager J. E. Neal, City Attorney Robert J. Costello, City Engineer Glenn M. Jain, Building Inspector S. H. Kreiss., Police Captain Theordore Mcudakas, Assessor - Auditor John J. Brophy, Water Superintendent H. L. Winter, Planning Director Dick Wilkinson, Fire Chief J. L. Lodi, Assistant Planning Director Leonard Knittel, Assistant to the City Manager Bert Balmer and am Deputy City Clerk Vivian Rifb jerg. Councilman Royer moved approval of the minutes of November 28th and November 29th as mailed, seconded by Councilman Rosselli and carried. CONTINUATION OF PUBLIC HEARING ON EDGEYPOOD ANNEXATION I -C. The public hearing was declared open. T he Clerk announced that she had received five letters of protest filed at 3:14 P. m., Monday, December 5, 1960. The City Attorney stated that these letters could not be considered as a part of the "majority protest" but could be considered as a matter of policy. In order to be registered as a majority protest, the letters had to be filed prior to June 13, 1960, the date of the public hearing. Mr. A. B. Fairfax, Harrison Rogers and Roger Olmsted all spoke in protest of the annexation, Councilman Royer moved to close the public hearing, seconded by Councilman Rosselli and carried. Councilman Royer moved to instruct the City Attorney to bring in the necessary resolution terminating the annexation (MINUTE ORDER #60-256), seconded by Councilman Herkner and carried. PUBLIC HEARING ON MARSHALL STREET IMPROVEMENT DISTRICT, JEFFERSON AVENUE TO MAIN STREET. The public hear- ing was declared open and the affidavits of posting and publication were ordered filed. There being no protests, written or oral, Councilman Fields moved that the public hearing be closed, seconded by Councilman Stehle and carried. Councilman Fields moved adoption of RESOLUTION NO. 3254 BEING THE RESOLUTION OF PUBLIC COHvr,r+i.nuE AND NECESSITY MARSHALL STREET IMPROMMTS ( JEFFERSON AVENUE TO MAIN STREET), seconded by Councilman Granger and carried unanimously on roll call* Councilman Herkner moved adoption of RESOLUTION N0. 3255 APPROVING PLANS, PROFILES, DETAILED DRAWINGS AND SPECIFICATIONS MARSHALL STREET IMPROVEMENTS (JEFFERSON AVENUE TO MAIN STREET), seconded by Council— man Rosselli and carried unanimously on roll call. Councilman Rosselli moved adoption of RESOLUTION NO. 3256 BEING A RESOLUTION CF INTENTION TO CONSTRUCT CERTAIN PUBLIC IMPROVEMENTS MARSHALL STREET IMPROVEMENTS (JEFFERSON AVENUE TO MAIN STREET), seconded by Councilman Fields and carried unanimously on roll call. Councilman Granger moved adoption of RESOLUTION NO. 3257 FIXING MINIMUM WAGE SCALE MARSHALL STREET IMPROVEMENTS (JEFFERSON AVENUE TO MAIN STREET), seconded by Councilman Stehle and carried unanimously on roll call. Councilman Royer moved adoption of RESOLUTION N0. 3258 CRDERING CALL FOR BIDS MARSHALL STREET IMPROVE- MENTS (JEFFERSON AVENUE TO MAIN STREET), seconded by Councilman Rosselli and carried unanimously on roll call. , C.cuncilman Stehle moved adoption of ORDINANCE N0. 985 APPROPRIATING THE SUM CF $2,500 FROM THE UNBUDGETED, UNAPPROPRIATED BALANCE OF THE GENERAL FUND TO GENERAL GOVERNMENT, MISCELLANEOUS EXPENDITURES, seconded by Councilman Fields and carried unanimously on roll call. The affidavit of publication was ordered filed.
