The affidavit of publication was ordered filed. <br />Councilman Granger moved ad-)ption of RESOLUTION NO. 2949 CONFIRMING THE PLACING OF PARKING METERS ON EL <br />CAMINO REAL AND MAIN STREET, seconded by Councilman Fields and carried unanimously on roll call, Council- <br />man Spillers being noted absent. <br />Planning Commission's resolution of intention to amend Ordinance No. 600 to modify regulation of substandard <br />lots in certain districts. Councilman Herkner moved to set the matter for public hearing on January <br />11, 1960 (MINUTE ORDER #60-2), seconded by Councilman Rosselli and carried. <br />COMMITTEE REPORT ON COUNTY -CITY PROBLEMS. The Clerk read the following report.- <br />On <br />eport.On December 30, 1959, at 11 a* mo at the Hall of Justice, Councilmen John Rosselli, Sidney <br />Herkner and myself, and City staff, City Manager James Neal, City Engineer Glenn Jain, Traffic <br />Engineer Arthur Eskelin, met with the Chairman of the Board of Supervisors William Werder, <br />County Manager Bob Stallings and County Engineer Don Wilson# <br />The first subject on the agenda was Middlefield Road widening. The County proposed an <br />assessment district from Charter Street to the Dumbarton spur tvact, with the City partici- <br />pating in the improvement of the north-easterly side of Middlefield from Charter to Douglas. <br />The problem here was that the City is concerned in desiring the drainage to be diffused <br />among the different intersections entering Middlefield Road. Also, we wanted to have a <br />similarity of contributions in this assessment district. Both County and City officials <br />agreed on a general standard of drainage and assessments, with the engineers to figure out <br />the solution of some of the small technical problems. <br />Second on the agenda was the request of the City that the County participate financially <br />in the construction of the Five Points interchange. City traffic studies indicate that <br />possibly as high as 60% of the traffic coming East on Woodside Road, comes from the County. <br />This percentage, however, is very difficult to pin down, and it was thought by City officials <br />that a fair and just amount of contribution by the County would be 25% of the City's share <br />of the total construction costs. The State then would put in $4,000,000, the City of Red- <br />wood $750,000, and the County $250,000. County officials agreed to take this up at a meet- <br />ing of the Board of S upervisors to be held at 4 o'clock Tuesday, January 12� at the Hall <br />of Justice. The problem here is not so much agreement by the County Officials that this a <br />fair and just percentage of the cost, but a matter of just haw the County would finance <br />their share if the Board of Supervisors agree to participate. <br />Third, the City requested that Whipple and Hopkins both be included by the County in their <br />contract with Wilsey and Ham, in that firm's overpass studies for the Rapid Transit District. <br />At the present time the County has authorized a study of only the Hopkins -E1 Camino Real <br />overpass. It was the City's thinking that perhaps Whipple should be included in this study. <br />County officials state that they would be happy to have Wilsey and Ham study either Whipple <br />or Hopkins, but it is up to the City to make the preliminary study to determine which one we <br />want the County to take care of. <br />In my opinion all parties gather together around the table were interested in solving these <br />problems, and it was a very amicable meeting. <br />I would like to compliment both County and City officials on the cooperation displayed at <br />this meeting. <br />Respectfully submitted, <br />Robert V.
