Under the question, Councilman Fields requested that (a) <br />City Manager study the ab ovementioned feasibility report and make a recommendation and that (b) letter be <br />obtained from Parking Lot Attorney Ernest Wilson as to his endorsement of the financing projected by the <br />report. It was requested that this information be available within three weeks. The motion carried unani- <br />mously on ,roll call, <br />PUBLIC HEARING ON PARK STREET IMPROVEMENTS. The public hearing was declared open and the affidavits of posting 41 <br />and publication were ordered filed. There were no written protests. Mr..Charles Sellers, 466 Park Street, <br />asked for an explanation of why the District had been abondoned and then reopened. It was explained that <br />the original attorney for the District had failed to follow through with the necessary legal work, there- <br />fore the Council had terminated his contract and appointed Mr. Oiester Lebsack attorney for the District, in <br />order that the work could go forward. There being no further questions or protests, Councilman Rosselli <br />moved that the public hearing be closed, seconded by Councilman Herkner and carried. <br />Councilman Fields moved adoption of RESOLUTION N0. 3031 BEING A RESOLUTION OF PUBLIC CONVENIENCE AND NECES- <br />SITY PARK STREET IMPROVEMENTS, seconded by Councilman Granger and carried unanimously on roll call. <br />Councilman Spillers moved adoption of RESOLUTION NO, 3032 APPROVING PLANS, PROFILES, DETAILED DRAWINGS AND <br />SPECIFICATIONS PARK STREET IMPROVEMENTS, seconded by Councilman Herkner and carried unanimously on roll call. <br />Councilman Herkner moved adoption of RESOLUTION NO, 3033 BEING THE RESOLUTION CF INTENTION TO CONSTRUCT CER- <br />TAIN PUBLIC IMPROVEMENTS PARK STREET IMPROVEMENTS, seconded by Councilman Spillers and carried unanimously <br />on roll call. <br />Councilman Fields moved adoption of RESOLUTION NO. 3034L FIXING MINIMUM WAGE SCALE PARK STREET IMPROVEMENTS, <br />seconded by Councilman Rosselli and carried unanimously on roll call. <br />Councilman Granger moved adoption of RESOLUTION N0. 3035 ORDERING CALL FOR BIDS PARK STREET IMPROVEMENTS, 0"14 <br />seconded by Councilman Spillers and carried unanimously on roll call. <br />Councilman Rosselli moved adoption of ORDINANCE N0. 967 APPROPRIATING THE SUM CF $30,000 FROM SUSPENSE ACCOUNT <br />NO. 203 OF THE GENERAL FUND TO SPECIAL GAS TAX FUND PROJECT NO. 66, WHICH SUM HAS BEEN PAID TO THE CITY <br />FROM THE SPECIAL ROAD IMPROVEMENT FUND CF THE COUNTY OF SAN MATEO PURSUANT TO RESOLUTION NO. 14206 OF THE <br />COUNTY CF SAN MATEO, FOR THE IMPROVEMENT CF JEFFERSON AVENUE, seconded by Councilman Spillers and carried <br />unanimously on roll call* The affidavit of publication was ordered filed. <br />There being a number of high school students in the audience interested in the EASTER CROSS PLANS, the Mayor ex- <br />Plained the present thinking of the Council in this regard. T he structure has been found to be dangerous; it <br />cannot be successfully repaired; temporary substitutes to be lighted during Eas ter have been investigated, <br />to date no feasible method of either flood lighting the existing structure, or erecting a substitute in time <br />for Easter, has been found. Questions were asked by Terry O'Connor, Lillian Phillips and other members of <br />the audience, the consensus of feeling being that every effort should be made to retain or replace the land - <br />.ON% <br />mark. Students present expressed their willingness to assist in raising funds to replace the existing cross <br />with a neer, permanent structure. <br />Councilman Granger suggested that the staff investigate the feasibility of lighting the present Cross for <br />Easter by the use of Carbon are search lights. <br />REPORT CF CITY ATTORNEY ON THE VALIDITY CF THE BUILDING PERXTT ISSUED TO MR.
