<br />'Excess earnings coming from wa ter rates in Emerald Lake District would be used for lines and
<br />storage facilities. Councilman Morgan moved that City Manager be authorized to advertise for
<br />cast iron pipe to carry out Council's promise to people in this area, seconded by Councilman
<br />Granger, and carried.'
<br />This policy does not appear to have been formalized by either resolution or ordinance and is not bind-
<br />ing upon the Council.
<br />It is noted that the Minutes of the Council meeting of June 28, 1954s do contain a motion authorizing
<br />the $6,000 cost of the Adamson sewer and water survey of the Emerald Hills area to be paid from the
<br />Emerald Lake water revenues.
<br />In the absence of any legal restrictions and in view of the above precedent, we are of the opinion
<br />that the funds in the Emerald Lake water fund may be appropriated for purposes other than the main-
<br />tenance and improvement of that water system. Any such appropriation in excess of $2,000 should be
<br />in the form of an ordinance."
<br />Councilman Spillers moved that the report of the General Plan Comittee be accepted, and that the Planning
<br />Department be requested to bring in a report on the appropriation needed to cover such an agreement, seconded
<br />by Councilman Fields. Following lengthy discussion, in which Mr. Bill Patrick, representing the Emerald Lake
<br />Improvement Association stated that the majority of the people in the area desired the overall that the
<br />Emerald Lake residents zone themselves as to water consumption, and that San Mate County be asked to make
<br />the overall survey requested, including water, sewers, drainage, streets and lot sizes. -
<br />After further discussion, Councilman Herkner amended the motion to provide that the Planning Department bring
<br />in a proposal covering the cost of the survey recommended by the General Plan Committee, but that the cost
<br />estimate shown as separate items, the cost of a water survey, separate and apa rt from the cost of the survey
<br />on sewers, drainage, streets and lot sizes (MINUTE ORDER #60-101), seconded by Councilman Granger and carried
<br />4 to 3, Councilmen Spillers, Weymouth and Mayor Royer voting no and Councilmen Fields, Granger, Herkner and
<br />Rosselli voting yes.
<br />Paul Tessendorf read a prepared statement having to do with the attack on Mr. Vern Dore which resulted in his
<br />death. He requested increased vigilance on the part of the Police Department and the citizens of Redwood
<br />City in preventing any recurrence°of this type of violence. Mr. Stanley Grys, 2439 Goodwin Avenue, addressed
<br />the Council on the same subject, as did Mr. Charles Coder, Mr. Leonard Jacobs, Mrs. Betty Bowers,' Mr. Donald
<br />Ostrom and others. The speakers urged a tightening of the existing laws -'so that the Police Department would
<br />have widerlatitude in forestalling such incidents, an alerting of the judiciary, and the legislators to the
<br />necessity for tightening the loopholes in the laws which permit leniency to hoodlums.
<br />Councilman Granger moved that the City Attorney be requested to prepare a resolution which would state that
<br />the City of Redwood City would not tolerate incidents of brutality such as the fatal beating of Vern D ore,
<br />and that copies of such resolution be sent to the proper officials o f the State of Washington; and to our
<br />Legislators with a request that they amend the laws to eliminate loopholes in the prosecution of hoodlums
<br />(MINUTE ORDERS #60-102), seconded by Councilman Spillers and carried unanimously on roll call vote.
<br />Councilman Spillers suggested that the whole citizenry of Redwood City might comprise a committee to assist
<br />in law enforcement. After further discussion by the Council and from the floor, Councilman Herkner moved
<br />that a suitable committee be appointed, comprised of a Judge, the Disri.ct Attorney, Police Chief, City Attnrney,
<br />representative from the Sheriff's office, member of the press, two members of the Council, and a number of
<br />interested persons, to study means of combatting crime in Redwood City, and to bring to the Council a pro-
<br />gress report on their studies in thirty days (MINUTE ORDER #60-103) - meeting of May 2, seconded by Council-
<br />man Rosselli and carried unanimously.
<br />Councilman Spillers moved adoption of RESOLUTION N0. 3036 ORDERING REFUND, ROSE AVENUE EXTENSION AND IMPROVEMENT,
<br />seconded by Councilman Weymouth and carried unanimously on roll call vote.
