This office had been proceeding with the hope that a cooperative project with
the city could be consuasbted, thus permitting the construction of the entire project between the
Bayshore and Locust Street, south of E1 Camino, and including the interchange with E1 Camino, as
a complete unit.
P..
If the City is not now able to participate on this basis, then I feel that we must proceed in
accordance with our statements made at the public hearing held August 28, 1959s calling for the
interim improvement utilizing two one -sway streets with signalized inter -sections at E1 Camino.
This procedure is necessary, since State funds are not available for the entire project at this
time. As was noted at our public hearing, this interim improvement can be modified at some future
date to include the interchanges, assuming that the additional funds can be made available at that
time. From information which we naw have, it appears that it.may be at least ten years before
financing can be provided for the interchange, bearing in mind the many other projects in San Mateo
County that must be constructed.
Should the City find other means to participate in the project to the extent previously contemplated,
I shall be glad to again discuss the possibility of complete construction. To prevent delay to
our planning, this word should be received -no later than January 1, 1961."
Signed: "J. P. Sinclair"
