4 8 "� <br /> GENERAL <br /> City Manager Fales called attention to the memorandum dated May 18, <br /> 1979 distributed to Council this morning from Director of Finance <br /> Ference, which superseded his memo of May 16 to the City Manager on <br /> the subject of Employer Contribution Rate (for retirement) effective <br /> �^ July 1, 1979, which increased the percentage of contribution, thereby <br /> decreasing Resources Held in Reserve to approximately $513,000. <br /> � <br /> Mr. Fales also noted the memorandum dated May 18, 1979 from Mr. <br /> Ference which reflected corrections to the Budget and actions taken <br /> by Council last week which increased Human Services Assistance by <br /> $27,949 and Central Communications by $3,000, and reduced Resources <br /> Held in Reserve by those amounts. In addition, he referred to his <br /> report to Council of May 17, "Response to Request of Retired City <br /> Employees re Increase in Benefits," and advised that with reference <br /> to the Council 's request for information on costs of "depooling" <br /> retirement, a final conclusion cannot be reached until an actuarial <br /> study is done. He indicated that if Council would like such a study, <br /> staff would await their instructions to begin, but that it would take <br /> some time to complete. In response to question by Council , Mr. Ference <br /> indicated that the study would take a minimum of two to three months. <br /> MOTION: Councilman Norris moved, seconded by Councilman Leipzig, <br /> that staff proceed with the actuarial study at this time. <br /> The motion carried unanimously by voice vote. <br /> (MINUTE ORDER N0. 79-102) <br /> � TRANSPORTATION pp. 39-46 <br /> Mayor Barrett referred to the City Manager's report of May 18, 1979 <br /> '`""" � in response to request by Council at the previous study session for <br /> additional information regarding a Management Analyst position in <br /> the Public Works Department, and stated that he believed this position <br /> is essential to provide the services the public should have. <br /> MOTION: Councilman Chandler moved, seconded by Councilman Leipzig, <br /> to put back in the Budget the Management Analyst position in the <br /> Public Works Department. <br /> Discussion followed regarding the extent of the responsibilities of <br /> the position; concern that, having restored the position, if the <br /> State "bail-out" funds are not forthcoming, the position might have <br /> to be deleted in a few months; that the position is needed now in <br /> view of the extra work being generated with the Redwood Shores de- <br /> velopment, and that the position justifies its existence by the <br /> money it will save the City. <br /> The motion carried unanimously by voice vote. <br /> (MINUTE ORDER N0. 79-103) <br /> SENIOR CITIZENS ADVISORY COMMITTEE <br /> �• <br /> Mayor 6arrett noted an additional item for �onsideration - the recom- <br /> ir,,,, mendation for a Senior Citizens Advisory Conmittee - and read from <br /> the outline, under "Purpose," the following: "In accordance with the <br /> Human Service Element of the General Plan, the activ�ities recommended <br /> Budget Study <br /> 5/19/79 <br /> � Page 2 <br /> � ; � <br />
