�'� � . . . . . . �_�_._,...__,..._,__'____'_' "".... � 22 � � the existing situation on March 1; the effect, if any, on value of the , improvements to be constructed through the sale of bonds; the fact ' that if as5essed value of cortmercial lands is reduced, the homeowners � will bear a larger portion of the District tax burden; the fact that , appraisers must consider fair market value of each parcel in accordance with accepted appraisal procedure; the effect of the state of develop- ability of parcels upon their value; the basis for determining values of commercial land in the area; whether the more imnediately develop- able property might not heve increased in value thereby suggesting ' an increased assessment of some comnercial proF�rty; and the extent to which the fact that lmprovements were contemplated might increase the value of certain properties. , Councilman Norris also requested a map marked to indicate which properties could expect to have their values enhanced by the improve- ments which are under construction now and a statement showing values for last year, this year and what might be anticipated. Mr. Bohegian advised he will provide that info►^mation also. (Memo 7/17/79) It was suggested that the Board meet with Mr. Bohegian when the material requested is available in order to discuss it before the finat meeting after the September 15 appeal deadline. �John Mur�h , 421 Luff Lane, called attention to the record of the oa6 rd meeting of February 28, 1966 describing the purpose and function of District appraisers and urged Board members to review it. (At the request of Council, the City Clerk will have the pages copied and dlstributed to Council for review.) Vic Wandma er, 353 Quay Lane, stated he wished to protest his assess- ment an ed his application to do so. City Attorney Schricker advised that in order to protect property owners and the District any applications for ad�ustment of assessment should be heard in the presence of a certified shorthand reporter taking verbatim minutes of the proceedings. Mr. Schricker advised that Mr. Wandmayer's application can be accepted at this time, but the hearings on all such applications should be held after the September 15 filing deadline. City Manager Fales requested that all applicants be requested to put their statements relating to the reasons they believe they may be entitled to reduction of assessment in writing. Mr. Ference advised � he will make that request of them. Ad�ournment `"'� MOTION: Councilman Biagi moved, seconded by Councilman Norris, to continue the meeting until 10:00 a.m., Monday, August 6, 1979 in the Comnunity Activities Building at which time the Board will consider the additional information to be provided by General Appraisal Company.
