(continued) Fire Chief Keller presented a series of photo- <br /> graphic slides to be entered as evidence in the <br /> hearing, depicting a number of familiar build- <br /> ings and locations within Redwood City which he <br /> identified and described as examples of unsafe <br /> i buildings, as well as examples of sprinklered <br /> buildings. <br /> !�""� <br /> City Manager Fales referred to his report to <br /> Council of November 30, 1978, recalling that the <br /> ir,,.,r City had adopted a requirement for sprinklers in <br /> t973, but that such ordinances were subsequently <br /> invalidated as a result of an appellate court <br /> decision, unless the affected city had concur- <br /> rently adopted a resolution making findings <br /> applicable to the specific community as to the <br /> necessity for sprinkler installations. He <br /> recommended that the Fire Chief's presentation <br /> be entered into the record as part of the <br /> findings, and it was so ordered. <br /> City Manager Fales commented and responded to <br /> questions by Council regarding findings in the <br /> proposed resolution that relate to both detec- <br /> tion and supression of fires; that requiring <br /> detection alarms be installed upon transfer of <br /> homes was considered but found to be impracti- <br /> cal and unenforceable, dnd that it was thought <br /> that a better approach would be a Building <br /> Permit "flag" type of requirement in case of <br /> additions,. alterations, etc. of a valuation <br /> of $1,000 or more to existing residential <br /> buildings. <br /> Frank Es osito, 2434 Oregon Avenue, suggested <br /> eg s ation t at would have lenders require in- <br /> stallation of smoke detectors in the home as a <br /> condition of a loan. <br /> Tom Vance, 425 Palomor Drive (unincorporated <br /> �"""" area , asked about smoke alarms for the deaf. <br /> Chief Keller advised that such a device is on <br /> � the market. <br /> Andrew Sahhlok, Execut9ve Director, Building <br /> Code�ct�on,1909 Addison Street, Berkeley, <br /> spoke in opposition to the provisions for <br /> sprinkler installations, citing various situa- <br /> tions where he believed they would be useless; <br /> that the'proposed ordinance does not differen- <br /> tiate between types of buildings, but refers <br /> only to square footage; that the State laws <br /> already require certain buildings to be <br /> sprinklered. <br /> City Attorney Schricker advised that the law <br /> provides that the Uniform Fire Code can be <br /> adopted by reference, and that adoption of local <br /> amendments are permitted to cover the imper- <br /> fections. <br /> Testimony in support of the findings was given <br /> by Fire Chief Keller. <br /> Reg.Mtg. <br /> 1/22/79 <br /> Page 3 <br /> � <br /> �rr <br />
