Public Hearing - Comnunity Development Planning Comnission report and recomnendations <br /> Block Grant Application transmitted January 8, 1979 <br /> Mayor Barrett declared open at 9:35 p.m. <br /> City Manager Fales noted the several hearings <br /> already held by the Planning Comnission and by <br /> the Housing and Human Concerns Comnittee, and <br /> that at least one additional hearing must be <br /> held by Council before approval of the appli- <br /> cation for $600,000 by the Department of Housing � <br /> and Urban Development. He also noted that this <br /> is the first year under new HUO procedures; that <br /> the previous program was a voluntary one for <br /> those who could not qualify for funds and was '� <br /> for owner-occupied units. The program has been <br /> expanded to include non-owner-occupied rental <br /> units, and under the Marks-Eoran Act, where a <br /> given area is designated for rehabilitation, <br /> 95X of the owners in that area must bring their <br /> property up to certain standards. He questioned <br /> whether it would be advisable to go along with <br /> this kind of mandated rehabilitation, and <br /> pointed out that among the options open to <br /> Council is to abandon the Comnunity Deve1opment <br /> Block Grant. <br /> Mr. Fales noted that the options available to <br /> Council are circumscribed by the Federal <br /> government and that the recommendations before <br /> Council are within those parameters; that <br /> Reg.Mtg. <br /> 1/22/79 <br /> Page 4 <br /> � <br /> � <br />
