(continued) Council has the prerogative to make changes, <br /> but only to the extent they fit within the <br /> parameters, and otherwise, the funds would be <br /> forfeited. <br /> Discussion continued regarding the decision to <br /> �,..,,, be made by Council as to whether to proceed with <br /> the program or not; that the action to be taken <br /> by Council at this point is conceptual only, <br /> �,.r and not a final decision. <br /> Mr. Fales recomnended that since the Council's <br /> decision did not need to be made until April or <br /> preferably earlier, that a study session be <br /> scheduled, well advertised and with participa- <br /> tion by the Planning Comnission, Housing and <br /> Human Concerns Comnittee and HUO representa- <br /> tives, in order to provide all the information <br /> before Council is called upon to decide on the <br /> policies. <br /> Mayor Barrett observed that a number of inter- <br /> ested people were in the audience and invited <br /> them to come forward. <br /> Cliffo�rd B�oxte,�, 671 Warrington, PROBE, sup- <br /> po—rte� t�ommendations of staff, and <br /> suggested that with the Federal government <br /> taking more m�ney out of the State as a result <br /> of Proposition 13, the C1ty should make an <br /> effort to recoup that loss by accepting the <br /> Grant. <br /> Rick Thurber, 1641 Kentfield, member of the <br /> Sierra�� described the Club's involvement <br /> in a tree planting program using grant funds. <br /> In response to question, Mr. Smith indicated <br /> that Block Grant funds could be used for tree <br /> !+""'" planting where it is included as part of a <br /> project. <br /> '�+ William Morrisse , 119 Jeter Street, spoke on <br /> e�a o t e senior citizens, noting that the <br /> ma�ority live west of E1 Camino Real, and for <br /> that reason the senior citizen center under con- <br /> sideration for some time should be located in <br /> the area of the Red Morton Comnunity Park. <br /> Mayor Barrett explained how the City had planned <br /> for that project, that because of lack of funds, <br /> that project was lost, along with a fire station <br /> and part of the library.
