9 � � <br /> Victor Wandmayer, 353 Quay Lane, spoke in support of his request for <br /> reduction in the appraised value; referring to the poor quality of the <br /> land; to the excessive amount of fill requiring expensive foundations; <br /> to the fact that there is unequal settlement of the soil on his property. <br /> He described the improvements as probably the worst in the area, with <br /> defects in construction, walls out of plumb, and heating problems. <br /> � <br /> Mr. Bohegian commented and responded to questions by Council , indi- ' <br /> cating that the appraisers had analyzed approximately ten sales on � <br /> that street and found that selling prices varied significantly because <br /> of differences in improvements between the various properties. He <br /> also noted that discrepancies can be accounted for by the differences <br /> in the time that the improvements were made. He stated that the subject <br /> property has the most to offer due to the extra improvements and the <br /> larger lot; that he did not dispute the cornments regarding poor con- <br /> struction, but that the other houses in that area have the same problems, <br /> and that the typical lot size on Quay Lane is 3,000 square feet, com- <br /> pared to the subject lot of 6,000 squar� feet. <br /> MOTION: Councilman Biagi moved, seconded by Councilman Leipzig, to <br /> deny the application of Vi�tor J.
