;Y .;1 .
SPECIAL ORDER OF THE DAY AND PUBLIC HEARING (continued)
1. (continued)
Ralph Garcia, 522 Beresford, stated that as a result of the yellow page rearrange-
ment, he will have to spend an additional $200 per month to reach the same market
he has now. He said he has no business in Menlo Park or Palo Alto and opposes
the rearrangement.
Ellis Rothers, Rothers Sewing Machines, 671 Laurel, San Carlos, questioned the
va idity o the .Telephone Company shopping survey from the point of view of
advertisers who pay for the yellow page space. He suggested the split of the
San Carlos, Belmont, Redwood City business area is a device of the Company's
to raise advertising prices, observing that he will have to advertise in two
books now.
Cliff Silliman, 704 Maple, advised that the local Ministerial Association will
have to do church advertising in two directories, since most of the churches are
in Redwood City,. but the congregations come from San Carlos also. He stated
that none of the local congregation members come from Palo Alto or farther south.
John Mannin , Manning's Florist, El Camino Real, objected to the rearrangement
of thw pages directories because San Carlos, Belmont and Redwood City
are the sources of his business, and he gets no business from Palo Alto. He
stated that he will now have to advertise in two directories and will probably
have to decrease his ad size in order to meet his budget for his small business.
Mayor Rhodes invited anyone else present who wished to apeak to do so. No one
else wished to speak.
MOTION: Norris/Leipzig
to direct the City Attorney to undertake whatever legal action is necessary
to petition the Public Utilities Commission to reconsider granting the Pacific
Telephone Company the right to rearrange the yellow pages directory for the
following reasons:
i. advertising costs to the small businessmen in Redwood City will
substantially increase;
2. the survey neglected, by design, to survey the small businessman
as to his advertising needs; and
 3. the rearrangement does not recognize Redwood City as the County Seat
and this telephone gerrymandering does not serve the shopping interests
of Redwood City residents.
AMENDMENT: Biagi, accepted by Norris/Leipzig, add:
4. the division is not in the best interest of the citizens of San Mateo
County who must now research three books to look for a merchant or
service.
Carried unanimously as amended by roll call vote.
(MINUTE ORDER N0.
