Public Hearing - Community Development Mayor Barrett noted that the public hearing is Block Grant Application continued open from January 22, 1979. (continued open from 1/22/79) Mayor Barrett called attention to his letter of February 5, 1979 to Council regarding the 1979-1980 Comnunity Development Block Grant (CDBG) Application and recomnending that the 1978-79 CDBG Program be amended to reallocate funds intended for improvement of Chestnut Street to remodeling of the Veterans Memorial Building to provide for the needs of the senior citizen organizations which use the building. Assistant City Manager Smith advised that in- vestigation will be necessary to determine if the proposed re�deling pro�ect meets the guidelines of the Block Grant Program. Barbara Slotnick, newly appointed area repre- sentative o t e Department of Housing and Urban Development (HUD), comnented concerninq � guidelines for eligible projects, noting the burden of proof is on the City. She stated that such factors as identification of need, ,,.� the benefits to low and moderate income persons, the accessibility of location, services to be provided, exclusivity of use, other facilities in the comnunity, percentage of elderly served, etc. are considered. Eldon Tank, 3541 Farm Hill Boulevard, stated he suppo �hr st t e Mayor's recomnendation and offered the assistance of senior citizen organizations to assist in setting up a good program. Zuma Francis, 904 C1eveland, urged approval of ayoFi r Barrett's recommendation, stating that a senior center is needed in the proposed area because of the large number of older persons there and lack of adequate public trdnspor- tation to other parts of town.
