42 � <br /> Mayor Barrett noted the presence in the audience of a representative <br /> of Peninsula Celebration Association (PCA) and advised that PCA re- <br /> quests the City to corrNnit personnel for public safety and service <br /> assignments in connection with the Fourth of July Parade. <br /> Pete Hughes, PCA, urged that the City provide for fire and police <br /> personnel and cleanup services for the Fourth of July Parade in "'"� <br /> recognition of the benefits to the City from the Parade. � <br /> City Attorney Schricker advised that all comers who wish to use the <br /> public rights-of-way for parades must be addressed equally, and to <br /> the extent that standards are established for one group, they must <br /> be the same for any other group. <br /> MOTION: Councilman Rhodes moved, seconded by Councilman Biagi , that <br /> the City provide for police and fire personnel and cleanup service <br /> for the Annual Faurth of July Parade conducted by the Peninsula <br /> Celebration Association. <br /> The motion carried unanimously by voice vote. <br /> (MINUTE ORDER N0. 79-36) <br /> City Manager Fales called attention to the status report for the 1978-79 <br /> Budget, noting that some programs were funded 6y grants and the de- <br /> cision must be made whether they will be kept at City expense. He <br /> noted that the traffic enforcement program was a three-year federal <br /> grant program, for example, and the policy decision about continuing <br /> it must be made. <br /> Mr. Fales and Mr. Ference cormiented concerning whether consolidation <br /> with others in the County of risk management programs, purchasing and <br /> some self-insurance would be of benefit to the City. It was pointed � <br /> out the benefits would be to the others in most areas except possibly � <br /> quantity purchases. <br /> Mayor Barrett noted that there has been no increase in the business <br /> license tax for some ten years, and since the funds to the Downtown <br /> Association are tied to a portion of the tax, inflation has been <br /> taking a large part of their needed funds. <br /> Discussion followed concerning the understanding of the business <br /> community regarding the low business license tax; whether or not <br /> business is encouraged to come to the City because of the low tax; <br /> and the various inequities which exist which, for example, allow <br /> realtors to operate in the City from an office outside the city and <br /> thus avoid the tax. <br /> MOTION: Councilman Leipzig moved, seconded by Councilman Chandler, <br /> to refer the matter of the business license tax to staff for review <br /> and suggestions or recommendations regarding it. <br /> The motion carried unanimously by voice vote. <br /> (MINUTE ORDER N0. 79-37) <br /> Discussion continued and Mr. Fales and Assistant City Manager Smith <br /> cornrnented and replied to questions regarding use of existing City ""'�!! <br /> buildings; alternatives for use of space at the Corporation Yard; <br /> the financing necessary to r�odify buildings for different uses; the � <br /> fact that the lease on the bank building space occupied by the City <br /> Attorney's Office and the Finance Department will expire in August <br /> and it is expected a lease renewal will be offered at double the <br /> Adj.M�g. <br /> 2/12/79 <br /> Page 3 <br /> a-%� <br /> � <br />
