Mr. Fales observed that the <br /> City makes opportunities available for sports programs after school <br /> by providing fields, etc. , but tf�e programs are provided by the <br /> sponsors. <br /> In response to question, City Librarian Vollmayer advised that the <br /> reopening of the Fair Oaks and Schaberg Branch Libraries is working <br /> out well as far as circulation is concerned, but the Library does <br /> not have the personnel to operate satisfactorily under the present <br /> hours of pperation.
