(continued) that the comnents made in the application with <br /> regard to speculation by landlords go as far <br /> as it is believed possible.. <br /> Councilman Biagi, Chairman of the Housing and <br /> Human Concerns Comnittee, called attention to <br /> his report of March 30 transmitting the Com- <br /> '"""'�" mittee's approval in concept of the Comnunity <br /> Development Block Grant Strategy Plan. <br /> `° _' It was pointed out that the plan involves <br /> nothing more than enforcing present law in <br /> order that safe,decent, sanitary housing will <br /> be available in the City. <br /> Susan Janckson advised she will read the re- <br /> sponse in the application, but if she is not <br /> satisfied, she will complain against the City <br /> to the De artment of Housing and Urban Develop- <br /> ment (HUD�. She commented regarding the <br /> possibility of new construction for low/ <br /> moderate income families, stating federal <br /> regulations require emphasis on landbanking <br /> for such a purpose. <br /> Mayor Barrett pointed out for the record that <br /> the County Housing Authority represents the <br /> City also and that on March 12, 1979 a special <br /> study session was held by Council regarding <br /> housing and comnunity development and use of <br /> funds which might be available, such as SB 99, <br /> Marks Foran bonds, etc. Mayor Barrett noted <br /> that federal regulations also require a planning <br /> process before any action can be taken. <br /> Discussion followed and it was suggested that <br /> more than a fair share of low and moderate in- <br /> come housing already exists in Redwood City and <br /> that many other Peninsula cities are making no <br /> ,..�.�, attempt to provide any. It was suggested the <br /> Legal Aid Society might wish to direct their <br /> attention to the lack of such housing in other <br /> �„_,,,� cities where none now exists. <br /> Mayor Barrett stated for the record and for <br /> some of those in the audience that the funds <br /> planned to be used for development of a Senior <br /> Citizen Center are in the applicat9on for the <br /> present year and are not being considered at <br /> this time. <br /> Mayor Barrett invited anyone eise present who <br /> wished to speak to do so.
