`� � � <br /> HUMAN SERVICES <br /> (Council recessed from 10:25 to 10:40 a.m.) <br /> SOCIAL SERVICE CENTER <br /> City Manager Fales explained that since the City's Budget must <br /> be adopted before the County prepares theirs, figures may have to <br /> be ad�usted depending upon County funding which will not be known <br /> until the end of July. <br /> � In response to question, Mr. Fales advised that it would be <br /> appropriate to consider participation in the Comprehensive <br /> i�,,�, Employment and Training Act (CETA) Program at this time. Mr. <br /> Fales referred to his report of May 2, 1979 regarding the future <br /> of CETA in the City. <br /> �J�im. Irizarr�, Coordinator of Human Services, described the means <br /> y whb ich the City has been able to meet the CETA salary requirement <br /> that the maximum atlowed salary be only $12,000 with all positior-s <br /> in the program to have an average of $8,683, noting that if the <br /> salary is too low, welfare might be a more attractive alternative. <br /> He advised that some CETA employees are placed with community <br /> based organizations which have low salary schedules. <br /> Discussion followed and Mr. Fales, Assistant City Manager Smith <br /> and Mr. Irizarry cortmented and replied to questions concerning <br /> the fact that the City's program is for adults; the working <br /> relationship with the private sector; the need for youth employ- <br /> ment programs to permit them to earn money and to occupy them <br /> in a worthwhile way during vacations; and the need for the <br /> positions in the City. <br /> MOTION: Councilman Bury moved, seconded by Councilman Chandler, <br /> to approve the third alternative suggested by the City Manager <br /> in his report of May 2, 1979 and retain a limited number of <br /> CETA participants hired into existing classifications, paying <br /> entry level wages (under $12,000) and fund the entire cost from <br /> CETA allocations by means of reducing salaries in contracts; and <br /> to proceed with it for the following clerical positions: <br /> Library Assistant 1 <br /> _ Clerk Typist I 5 (formerly classed as office workers) <br /> r--� Account Clerk � <br /> � The motion carried unanimously by voice vote. <br /> (MINUTE ORDER N0. 79-100) <br /> �Nita S an le�r, 970 Edgewood Road, said that CETA is a public <br /> wor sk program and observed that many well educated, enthusiastic <br /> participants have contributed to its success, in spite of some <br /> criticism of the program.
