City Proposed FY 1993-94 Budget <br /> City Manager Everett presented a report on the impacts of the state's take <br /> aways, staff's recommendations and options to cover the state created <br /> deficit, and policy decision regarding a zero based budget or a 2% adjusted <br /> budget. The State is taking $1,238,000 but giving back $381,000 in <br /> transportation sales tax, and approximately $425,000 can be expected from voter <br /> approved .05 sales tax. This results in a deficit of over $400,000. If <br /> Council approves a 2% adjusted budget, the total deficit will be almost <br /> $100,000. (401-02) <br /> MIS: GREENALCHIGASPARINI TO ADOPT A 2% ADJUSTED BUDGET <br /> CARRIED BY UNANIMOUS VOICE VOTE. <br /> MINUTE ORDER NO. 93-140 <br /> M/S: GREENALCHISTEINFELD IN ORDER TO BALANCE THE 2% ADJUSTED BUDGET, THE <br /> COUNCIL ADOPTS THE RECOMMENDATION OF STAFF TO USE THE $400,000 FUND BALANCE, <br /> $100,000 CONTRIBUTION FROM THE PORT, AND $255,000 CATEGORY A DEPARTMENT CUTS <br /> CARRIED BY UNANIMOUS VOICE VOTE. <br /> MINUTE ORDER NO. 93-141 <br /> CONSENSUS: It was determined by Mayor Buchan to be the consensus of the <br /> Council to delay action on proposed use of the $425,000 additional sales tax <br /> revenues (if approved by the voters in November) until the mid-year budget <br /> reVlew. <br /> MINUTE ORDER NO. 93-142 <br /> Councilman Greenalch presented further information regarding the Council's <br /> Substandard Streets Committee's findings regarding Canyon Road. Councilman <br /> Greenalch stated it would take a little over $1 million to bring Canyon Road up <br /> to standard. The Committee recommended that the $415,000 needed for water <br /> pipes etc. be funded from the Water Enterprise Funds. There is a need for <br /> $412,500 for storm drain improvements. $220,000 is needed for the actual <br /> resurfacing of Canyon Road over ten years.
