<br /> Eldon Luce, representing the 504 Committee, Executive Director of the Center <br /> for Independence of the Disabled, agreed with Mr. La Torra regarding limited <br /> access at Stulsaft Park at this time. Mr. Luce advised Council that <br /> modifying City Hall to make it accessible was the Committee's top priority. <br /> Mr. Luce stated he had been advised that this project would take place "next <br /> year" for many years now, and asked Council to act now, use the $600,000, <br /> and provide access for the disabled to City Hall parking, City services, <br /> City Hall itself, and City hall bath rooms. <br /> In response to Council questions, Building Official La Torra advised the <br /> $600,000 was on the low side, and without Council direction it was almost <br /> impossible to provide an estimate of ADA modifications or City hall <br /> remodeling. <br /> Councilman Greenalch advised that the City must comply with the ADA law, and <br /> if remodeling of City Hall is not planned to happen within five or six <br /> years, then staff should act now and City Hall should be made accessible <br /> this coming year. <br /> City Manager Everett advised that the Facilities Committee and the 504 <br /> Committee were planning to meet after the budget process, and the further <br /> out a new City Hall or City Hall remodeling is scheduled the more money <br /> should be spent for ADA improvements now; but if remodeling is scheduled in <br /> the near future, then less money should be spent on ADA modifications. <br /> City Engineer Luck described the proposed capital improvements for Rolison <br /> Road and the difficulties of bringing power out to the Road; the proposed <br /> lagoon improvements; levee projects and the Army Corps of Engineers permit; <br /> Sandpiper Park, school, library and community center; Marlin Park funding; <br /> and whether to increase the Facilities Fee, <br /> In response to Council questions, City Engineer Luck advised the traffic <br /> signal project at Redwood Shores Parkway and Twin Dolphin Drive would be <br /> completed in one month; the effects of the drought, continued maintenance <br /> and funding on the completion of parks in Redwood Shores; the effects of the <br /> poor economy on facilities fees revenues. <br /> Parks, Recreation and Community Services Director Griffiths provided an <br /> update on the school/library/community centerlpark project with the Belmont <br /> School District in Redwood Shores. Director Griffiths advised money for <br /> acquisition of the land for this project is not in the budget. If money was <br /> to be expended, Council would have to approve the expenditure at a later <br /> date. <br /> CONSENSUS: It was determined by Mayor Buchan that it was the consensus of <br /> the Council to give conceptual approval of the proposed C.I.P.
