<br /> Redevelopment Agency Director Church advised that the budget was a staff <br /> recommendation only, and the Board had the ability to delete, amend or add <br /> entirely new projects, subject to legal limitations. Director Church <br /> advised that before staff moved ahead on bond issue projects, the Board had <br /> to act on those issues, including issuing amendments. . - <br /> In answer to Counc,il questions, Di rector Church advi sed that the Agency sets <br /> aside blocks of money for general projects and the Board makes the decisions <br /> on the specific projects. Director Church described the Fen Arton ERN; the <br /> staff time charged against the Fox Theatre designated funds account; and how <br /> Michael Verdone's inventory study would be incorporated in the Agency's <br /> study. <br /> Council discussed the need to "develop an economic development strategy"; <br /> the July 14th meeting of City and Chamber staff to begin the process; cross- <br /> fertilization of ideas; and the possibility of a community economic <br /> charette to produce a proactive community document. <br /> CONSENSUS: It was determined by Mayor Buchan that it was the consensus of <br /> the Council to give conceptual approval to the proposed Redevelopment Agency <br /> FY 1993-94 Budget as submitted. <br /> MINUTE ORDER NO. 93-138 <br /> ------------------------------------------------------------------------------- <br /> B. Proposed FY 1993-94 Budget (401-03) <br /> REPORT: Five-Year Capital Improvements Program 1993-1998 -~ <br /> City Manager Everett asked the Council to just consider the proposed FY <br /> 1993-94 C.I.P. for conceptual approval and allow staff to bring back the <br /> balance of the projects later in the year when more time could be spent on <br /> discussing each one. <br /> Acting Community Development Director Patterson gave an overview of the <br /> five-year plan concentrating on FY 1993-94. <br /> Acting Planning Director Passanisi described two proposed projects: <br /> 1) finish the Library landscaping; and 2) finish fuel tank replacement and <br /> clean-up at the MSC. Director Passanisi described intention to provide <br /> citywide clean-up and reported on projects, such as natural gas fueling <br /> systems, required by the federal government in the coming years. <br /> Building Official La Torra described how staff and the 504 Committee worked <br /> together to identify ADA Related Projects. Mr. La Torra agreed that the <br /> wording on Page 10 n...construction planned for F.Y. 1994-95 will be <br /> 'dependent upon' completion of needs assessment...n should read 'related to' <br /> not 'dependent upon'.
