149 <br /> Public Service Traini� Program - <br /> Equal Employment Opportun ty Program <br /> City Mana�er Fales referred to his reports of June 20 <br /> and June , 197� regarding the sub�ect program and <br /> recommending that Council adopt a resolution approving <br /> !�"'� an affirmative action policy and approve the Public <br /> Service Training Program. Mr. Fales observed that <br /> � attached to his June 20 report are a memorandum from <br /> the City Attorney dated June 11, precisely setting <br /> forth the changes proposed on June 10 by Councilman <br /> Norris, and a copy of a memorandum dated June 12 from <br /> the Director of Personnel with a redraft of the pro- <br /> posed Equal F�nployment Opportunity Program statement. <br /> Discussion followed concerning the desirability or <br /> necessity for including "The City Manager shall in- <br /> sure that the Personnel Director solicit input from <br /> the minority community to assist in evaluating the <br /> effectiveness of the affirmative action pragram" as <br /> recommended by Councilman Norris. It was suggested <br /> that the Council might request a semi-annual report <br /> on the Program by the City Manager with the report to <br /> be based on the report to him by the Personnel Director. <br /> It was suggested that sufficient time might be allowed <br /> between the submission of the Manager' s report and its <br /> consideration by Council to permit comment by members <br /> of the minority community. It was also suggested that <br /> members of the minority community might participate in <br /> preparation of the report. <br /> � <br /> Mi�uel A. In <br /> response to question, Mr. Fales advised that the <br /> Personnel Department will administer the Program. <br /> Marva Green, representive of PROBE, read a letter <br /> rom C ford Boxley, Director of PROBE, urging citi- <br /> zen participation from the minority community in im- <br /> plementing the Program. <br /> Gene Mori uchi, 717 West California Way, commended <br /> t�ie Ci y Manager and City staff for initiating the <br /> Program and urged a citizens advisory group be <br /> appointed to assist staff in implementing the Program. <br /> Mr. Moriguchi also suggested an examination of the <br /> level of position occupied by minority persons em- <br /> ployed by the City. <br /> Discussion followed concerning the desirability of an <br /> on-going review of the Program as well as a semi- <br /> annual report. It was suggested efforts be made to <br /> overcome the reportedly negative view held by the <br /> �' minority community of the City ' s hiring prac�ices. <br /> � A citizen addressed the Council in Spanish.
