Teresa Osorio, Chairman of ISLA and member of the Latina Women of San Mateo County, recommended that the Council review the semi-annual report of the Manager regarding the Program, but that a citizens "°'"�^ advisory �ommittee of those directly affected be appointed and be invited to have a voice in the im- ��• plementation of the Program. Raul Baca, representative of the Family Service 6 Agency, suggested that the Personnel Department has failed to recruit members of the minority community for City �obs and recommended minority citizens and organizations should be included in the implementa- tion of the Program. Mr. Baca suggested that the � $1E0,000 budgeted for the Public Service Training Program should be used to reach out to the minority � community rather than for training. � Mr. Fales observed that the Equal Dnployment Oppor- ! tunity Program and the Public Service Training Pro- : gram were initiated entirely by staff, under no pressure from the Council or minority community. � He recalled that when the Public Service Training t Program was described to Mr. Baca and others, con- siderable enthusiasm was expressed.
