Mr. Weeks observed that the <br /> possibility of esta,blishment of a County service area <br /> was suggested in the committee meeting, but not considered <br /> by the Commission. <br /> �* In response to question, City Attorney Schricker advised <br /> that if a service area were to be established, the County <br /> �, would determine the boundaries of the area, and those <br /> living in the area would be assessed for the improve- <br /> ments. <br /> Discussion followed concerning the possibility of a bond <br /> issue for the subject property, alone or with other pro- <br /> posed park properties. Mr. Weeks explained that the <br /> Commission believed the citizens should have the oppor- <br /> tunity to vote on acquisition of the property and the <br /> means of funding its purchase, but did not limit their <br /> recommendation to a referendum, noting that an initia- <br /> tive measure might be appropriate . <br /> Discussion followed concerning the possibility of <br /> appointing a task force to address itself to whatever <br /> alternatives might exist for acquisition of the property <br /> by the County and the various cities which it might serve. <br /> It was pointed out that the price of the subject property <br /> is now set at a,bout $750,000 with added costs of approxi- <br /> mately $5�0,000 for development and $480,000 for main- <br /> tenance, or a total of $1,720,000 during the next ten <br /> ,�„�,,, years for the 12-acre parcel. <br /> In response to question, Mr. Weeks advised that the <br /> � $�50,000 shown in the five-year capital improvement pro- <br /> gram is not funded, and the source of the funds has not <br /> yet been determined. <br /> Betty Travers, resident of Redwood City, su�gested the <br /> C ty acqu re the land for open space and not use it, <br /> thereby avoiding costs of development and maintenance . <br />, Mrs. Tra.vers suggested small plots could be leased to <br /> people for vegetable gardens and thus provide weed <br /> abatement on the property. Mrs. Travers stated that <br /> recreational playing fields are not needed. It was <br /> pointed out that the City does not provide water to <br /> the sub�ect property. <br /> Council comment was made concerning the initial request <br /> to Council of July 8 that the property be acquired for <br /> playing fields for which an urgent need was suggested. <br /> It was noted that the sheets on which the 3,000 si na- <br /> tures presented to the School Board appear (July 2�, <br /> 197�+) were addressed to bocci ball players, tennis <br /> players, lawn bowlers, soccer players and others in- <br />' terested in sports. <br /> � <br />� Discussion followed concerning the fact that the subject <br />' j�, property is not in the City and would serve residents of <br />` many jurisdictions which would contribute nothing to its ; <br /> cost; the difficulties encountered by the School District <br /> in financing its activities; the lack of water and other <br /> City services to the property; the problems that will occur ' <br /> _2_ <br /> Spec.Mtg. <br /> 7/31/7�+ <br />
