City. <br /> � <br /> 4 <br /> ; John Crevelt, Save Our Recreational Lands, stated that �� <br /> � s no necessary to develop the property and tha.t he <br /> � does not ask that it be improved for playing fields, � � <br /> � but wants to avoid priva.te development of the property. <br /> � Mr. Crevelt urged that a seven-member citizens committee <br /> ; be set up to consider only a.cquisition of the subject <br /> � property, not improvement. Mr. Crevelt then suggested <br /> that soccer teams currently paying $125.00 per night to <br /> � use fields elsewhere might contribute to the purchase <br /> cost by paying the City for use of the field. Mr. <br /> { Crevelt suggested that citizens would be willing to <br /> � take care of weed abatement on a volunteer basis. In <br /> ; response to question, he acknowledged that the County <br /> ` is not interested in participating in the purchase of <br /> ia small parcel of recreation land. <br /> � <br /> � Mrs. Travers (see above) suggested some sort of assess- <br /> 'r ment district formed of residents of the School Dis- <br /> � trict might be established for purchase of the property. <br /> � She suggested the District should be forced to return <br /> 4 the land to the taxpayers who paid for it originally <br /> ; <br /> rather than sell it to a private developer. <br /> Discussion continued with comment regarding the tax <br /> rate increase required to cover cost of the subject '""'�' <br /> � property; the desirability of having the Board of <br /> ` Supervisors act as the lead agency in acquiring land <br /> � in the County; the lack of interest in acquiring the �"� <br /> s land by many citizens who would not favor a tax in- <br /> : crease in order to do so; the objections of Redwood <br /> � City citizens to the purchase of land outside the City; <br /> and the refusal of citizens residing in the unincor- <br /> � porated area near the subject property to be annexed <br /> to the City. <br /> S <br /> � Councilman Barrett advised that he had discussed the <br /> t matter with Supervisor Royer who offered the assistance <br /> ' of his office to consider setting up a County service <br /> z area for purchase of the subject property. Councilman <br /> Barrett also .reported that the result of his own random <br /> s telephone poll of 22 households in Redwood City with <br /> ; regard to acquisition of the subject property revealed <br /> � no interest on the part of 18 of those questioned. <br /> 9 <br /> ; In response to question, City Attarney Schricker ad- <br /> � vised that it is legal for the City to acquire land <br /> � outside the City for demonstrable municipal purposes. <br /> � Mr. Schricker. noted that acquisition of the subject <br /> property for open spa.ce only, with no intended use, .�,,, <br /> � would require a showing of b�nefits to all of the <br /> � citizens of the City. <br /> �� <br /> Mr. Schricker urged that in any motion the Council may <br /> adopt with regard to the Park and Recreation Commission <br /> -3- <br /> �Spec .Mtg. <br /> 7/31/7�+ <br /> � � <br /> i <br /> �__ ---;�--�•�. ,�-----------..�__� �.— 4. . .�._._._..._ _ - - - <br />
