H. Davies, E-Z Davies Chevrolet, objected to the pro- pose re�ec ion of his bid, stating that it is not pos- � sible to meet the horsepower requirements contained in € the specifications with a six-cylinder engine a.nd noting ' tha.t his bid is to provide a six-cylinder 1975 model van. ` Mr. Davies suggested that the specifications relatin�; to � horsepower employ a.n archaic use of the term, since de- " sign a.nd efficiency of the engine are more important y with regard to power of the automobile . Mr. Davies � urged that the bid be awarded to his company. � Director of Buildings and Trans�portation Moen stated that ,,,� Y use of the term "net horsepower ' is in accordance with � current state and federal specifications for measurement : of engine performance . Mr. Moen acknowledged that it is '��` � unlikely a six-cyclinder en�ine could meet the horsepower i requirements . He stated that the City advertised for either a six- or eight-cylinder van knowing it was the i end of the model year and in the expecta.tion that an � overstocked automobile dealer might be able to offer the City a favorable price on an eight-cylinder van, although a six-cylinder model which could meet the horsepower re- quirements would have been acceptable . Mr. Moen also ad- vised that the specifications used in calling for bids were the same as those used earlier in the year in ac- quirin� a satisfactory eight-cylinder van. Discussion followed concerning the Council ' s desire to obtain more than one bid wherever possible . MOTION : Title having been read, Councilman Leipzig in- troduced the following resolution and moved, seconded by Councilman Williams, its a,doption : � RESOLUTION N0. 72�� REJECTING BID RECFIVED FOR FURNISHING OF ONE /2 TON VAN; DIRECTING RETURN OF SECURITY DEPOSIT; AND AUTHORIZING NEW CALL "'�"" FOR BIDS THEREFOR (see Notice below) , ' &,,�.
