He <br /> � noted that SB 90 recently adopted indicated that State <br /> � funds would be provided to cities whenever actions of "�"" <br /> � the Legislature result in increased expense to cities, <br /> � however, in many instances, the Legislature has dis- b�-�� <br /> � claimed financia.l responsibility.
