' (MINUTE ORDER N0. 74-169) General Plan Elements - Noise, Scenic Highways, Seismic, an Sa ety Mayor Weymouth declared open at 8:47 p.m. the public hearing on the subject proposed elements of the General Plan. In response to question, City Clerk Hildebrand advised that she has on file Affidavit of Publication of Notice of Hearing and that no written communications have been received. Planning Director Schroeter reviewed the history of the elements required to be part of the General Plan and commented briefly on Noise, Scenic Highways, Seismic, and Safety elements. Mr. Schroeter displayed a slide to indicate where these elements fit into the General Plan program being considered by the Planning Commis- sion. He commented on the quantity of background work """"� which has gone into the proposed elements and on the intentions of the Planning Commission with regard to � review procedures for all of the General Plan elements. In response to question, Mr. Schroeter and City Manager Fales commented regarding the difficulty in being specific concernin� the implementation portion of the elements because of the nature of certain elements, the lack of direction from the State and the circumstances relating to development of technical equipment which might be required in order to implement the noise element, for example. Lengthy discussion followed and Mr. Schroeter and Mr. Fales commented concerning the proposed elements and the action which mi�ht be required to implement them and the ability of local government to take necessary action. Discussion continued and Councilmen indicated certain revisions in the element statements which should be made. (See motion below) (The Council recessed from 9:�5 to 9:56 p.m. ) � Mayor Weymouth invited anyone present who wished to ;�, speak to do so. Verda W mer, 347 G Street, Northeast Redwood City Com- mun y Association, cited the lar�e number of unusual sources of excessive noise in her neighborhood, men- tioning specifically that caused by those attending -�- Reg.Mt . 9/16/7�+
