Port Manager Di Pietro felt tha <br /> the best chance of obtaining permission would be for dumping spoils on the City ' s <br /> own property . <br /> Chairman Brown suggested that the Commissioners and Council discuss the matter of <br /> coordinating efforts and activities for the Conference . Port Manager Di Pietro <br /> indicated there would be written information prepared in the next few days , in <br /> preparation for the Washington trip , and provided to the Council , Commissioners and <br /> the City Manager . It was felt that an additional joint meeting prior to the Con- <br /> ference would be advisable , and it was the consensus that the date most convenient <br /> to all would be February 26 , 1974, at 7 : 30 p . m . , at the Port Administration Build- <br /> ing , for a joint meeting of Port Commissioners and Councilmen . <br /> Commissioner Johnson moved , seconded by Commissioner Doupnik, that the Board of <br /> Port Commissioners commit themselves to the study and undertake one-half the cost <br /> of Phase I , with the understanding the City would pay the other half . ( Motion later <br /> withdrawn ) Commissioner Webber opposed the motion , feeling that proposals should be <br /> invited from other firms , prior to making a decision . Port Manager Di Pietro <br /> emphasized the time was limited in which to solicit new proposals . In addition , <br /> City Manager Pales advised that he could not recommend to Council to approve the <br /> request for matching funds from the City, unless they have a specific proposal <br /> presented to them . <br /> After some discussion and several suggested amendments , the motion by Commissioner <br /> Johnson , seconded by Commissioner Mauk, was restated : <br /> To accept the Williams -Kuebelbeck proposal , Provided the City .agrees tp <br /> pay one -half the cost , and subject to concurrence by the City Council in modifica- <br /> tions by the Port Commission to the study .
