262

Mr. Fales referred to his report of October 3, 1974 to
which were attached an analysis by the City Attorney,
! and reports from the Chief Building Official and
Director of Public Works, and copy of a letter from HUD
; and flood hazard map. The report was intended for in-
4 formation only, and no specific action recommended at
' this time.

' In the ensuing discussion it was pointed out that the
criteria and data used in preparation of the flood maps
, by consultants in Harrisburg, Pennsylvania, were un-
known, since they were received without covering the
, information. Some of the concerns expressed related
I to the costs for a study to determine the validity of
! the maps and the elevations of the flood hazards,
! whether this study is necessary and if so, whether it
coul d be Federally funded earlier than the anticipated
four- to six-year wait for a Corps of Engineers study.
Council also felt it would be remiss not to convey to
our legislative representatives concern with respect
to imposition of this legislation on cities without
having the opportunity to influence it. City Manager
' Fales concurred, and in this regard, Mr. Pardee indi-
cated that as far as was known, no one had received the
data base for the so-called tentative findings. Mr.
Pardee also reported that he had mixed reactions from
citizens in Humboldt County this sring regarding the
Act, some feeling that it was a good program, and others
emphatic in not wanting any kind of Federal control. He
noted that where the program is volun, tary, there is very
i little interest in buying the insurance.
€
City Mana-ger Fales advised that it was intended to con-
tinue discussions with HUD (Department of Housing and
Urban Development) , and to send copies of this material
p to the Congressional representatives, as well as to
 meet with them.

!
