Mr. Weeks a.dvised that a bicycle route system is in the transpor- tation p1an. .Assistant City Ma.na�er Smith commented regarding the allocation for bicycle routes contained in the State Trans- porta.tion Development Act, noting tha.t the City will be consider- ing the allocation with regard to its a.pplication to the Metropolit�n Trans'it Corrimission. In response to question, Mr. 4Jeeks commented an Hetch Hetchy, statin� that the staff has held conversa.tions with the Highland Community Club and believes the,y are willin� to release ri�hts on their own property if City planning includes that area . In some areas of Hetch Hetchy where there are existin� permits, negotia- tion will be necessary, since the San Fra.ncisco Water District �.... takes the position that the City must negotiate with permit holders.
