Nita Spangler stated she had been a resident <br /> since 1944 and that this subject came up <br /> periodically . She indicated objection to <br /> developing the property , and felt it should <br /> be closed to motorized traffic now . She felt <br /> it should be used but not developed for rec - <br /> reation purposes , other than a simple path <br /> for joggers and hikers . <br /> Tom Delph , 91 Bradshaw Terrace , stated his <br /> property backed against the Hetch-Hetchy and <br /> indicated a problem with motorcycle and auto <br /> traffic in the right of way near the shopping <br /> center at Oak Knoll . He felt a decision should <br /> be made by the City so either the property <br /> would be tied up by agreement , or the property <br /> owners could get permits so that the traffic <br /> could be stopped . <br /> Lois Ragnacci , 1557 Fernside , indicated they <br /> chose the property because of the buffer zone <br /> it provided . She indicated that she opposed <br /> development . <br /> Lillian Semeit spoke of the deterioration in <br /> Stulsaft Park, and felt that if City is in- <br /> terested in developing a park , it should work <br /> on restoring Stulsaft . <br /> Diane Pound , 502 Neptune Drive , advised she <br /> was chairman of the Park and Recreation <br /> committee that conducted the study , and wanted <br /> to make clear that this was simply a concept . <br /> She noted that the committee did approach the <br /> residents , and did get responses , and felt that <br /> some of the concerns expressed were such that <br /> should be considered later , in a public hearing . <br /> Mayor Keckley responded that Council recognized this was just the first <br /> "broad brush- stroke " and noted that one of the first concerns of Council <br /> was the involvement of the residents in the proposal . <br /> Joanne Weintraub , 3255 Oak Knoll Drive , advised <br /> their property is also on the Hetch-Hetchy, and <br /> that she had also served on the committee for <br /> the study . She indicated their concern was to <br /> eliminate some of the existing problems , such as <br /> motorcycles , weeds , dust , etc . , by making improve- <br /> ments , and not to make a nuisance for the neigh- <br /> borhood . She expressed the hope that anyone with <br /> objections would come forward and make their con- <br /> cerns known . <br /> Councilman Henderson felt the presentation was interesting , and noted <br /> that it had come at Council ' s request . She felt that with a dearth of <br /> useable open space in Redwood City , there was still an opportunity to <br /> make open space available to the public by use of Hetch-Hetchy . <br /> Councilman Henderson moved to make proposed Hetch-Hetchy right of way <br /> development a subject of consideration in the Capital Improvement <br /> Budget , seconded by Councilman Norris and carried . <br /> ( MINUTE ORDER #73- 57 ) <br /> PLANNING COMMISSION APPOINTMENTS ( 3-year terms) <br /> Councilman Henderson moved to cast a unanimous ballot for reappointment of <br /> Fred Soderer to the Planning Commission for term to June 1976 , seconded <br /> by Councilman Rhodes and carried . <br /> ( MINUTE ORDER #73- 58-A ) <br /> 4/23/73 <br /> Reg .
