Minutes of Adjourned Regular Meeting <br /> Redwood City Council <br /> May 5 , 1973 9 : 00 A . M . <br /> Veterans Memorial Bldg . <br /> Meeting called to order by Mayor Keckley for the purpose of all day discussion <br /> periods with City ' s Commissions and Boards as previously scheduled . <br /> ON ROLL CALL the following were noted present : Councilmen Mary W . Henderson , <br /> Marguerite Leipzig , Robert E . Norris , William C . Rhodes , Ray A . Weymouth, <br /> James S . Williams , Mayor Paul C . Keckley , and City Clerk Marian McCrindle . <br /> Also noted present were City Manager James M . Pales , Department Heads appear- <br /> ing with their Boards and Commissions : - Planning Director Ken Schroeter , <br /> Chief Building Official Charles Gyselbrecht , Director of Parks and Recrea- <br /> tion Max Weeks , Recreation Superintendent Bill Paulsen , Park Superintendent <br /> Pasco Balzarini , Port Manager Howard Harris , and City Librarian Karl Vollmayer . <br /> Planning Commission , Board of Building Review and Architectural Review Committee : <br /> Chairman Marty Mohr, Planning Commission , referred to their Commission ' s <br /> listed topics proposed for discussion , their main concern being for a Council <br /> policy to establish priorities or preferences for competing types of develop - <br /> ment , e . g . , residential vs . non- residential , or qualitative vs . quantitative , <br /> as opposed to a policy of " first come , first served " , recognizing future <br /> effects on limited community service resources and the municipal tax rate . He <br /> stated main concern seemed to stem from its being reported that our present <br /> seer system now has only a 10% sewer development capacity remaining . City <br /> Manager explained report has been requested by State Water Quality Control <br /> Board which has to be submitted by June 10th delineating this remaining 105 <br /> capacity of the City ' s sewer system but how variation could be possible re - <br /> garding increasing capacity as to volume with improvements within the facility . <br /> He advised of the study being prepared by Strategic Consolidated Sewage Plan <br /> ( SCSP ) on entire scope regarding future financing of sewage treatment facili- <br /> ties , timing of construction without possible Federal aid and a recommenda- <br /> tion regarding organization as to total sewage treatment program . In reply <br /> to questioning as to status of oxidation ponds in Redwood Shores , City <br /> Manager advised improvements there to be next phase of improvements before <br /> any more building permitted . Mr . Neil Smith , of Mobil , advised either <br /> extension of the ponds proposed or more improvements within ponds could in - <br /> crease capacity to allow up to another 9 , 000- 10 , 000 population increase , or <br /> its equivalent depending on type of development . City Manager described un- <br /> known financial aspects as to uncertainty of receiving Federal aid and <br /> resultant costs to City should none be forthcoming , but possibilities still <br /> conceivable such as report submitted to Council on proposed Federal Better, <br /> Communities Act , a special revenue sharing proposal . He mentioned other areas <br /> of research being conducted covering whole scope of sewage disposal in other <br /> 5/5/73 <br /> Adj . Reg . Mtg . <br />
