P- <br /> 0 <br /> made concerning relationship of JmeraldHills to the City ' s General Plan <br /> since extending facilities dependent upon land use determination , i . e . , <br /> if to be rural it was not felt municipal services required , but if to be <br /> urban development , then probably should be municipal services . <br /> It was also noted a recent legal suit had practically made annexation <br /> laws nil and the City Attorney had advised against any annexation proce - <br /> dures at this time . Councilman Henderson , as a member of LAFC , confirmed <br /> the fact that annexation procedures in jeopardy since could be declared <br /> illegal during this period without any new Act having been re - enacted . <br /> In discussing further General Plan proposed for Emerald Lake-Redwood <br /> Hillside , which was to have been result of study , if approved by City and <br /> County , it was reported that at Staff level of discussion between City and <br /> County there was evidence of a difference of opinion on recommendation to <br /> be made to County Supervisors , and evidence of Council determination and <br /> policy decision required if to publish , even if County declined with their <br /> share of. costs . City Manager felt City should proceed in any event since <br /> decisions have to be made in this area on future land use . Councilman <br /> Henderson felt support of LAFC should be enlisted for publication and <br /> shared funding as originally planned . Mayor Keckley felt since this was <br /> a proposed plan only , that it should be published as planned . <br /> ChiefBuilding Official , in reply to questioning as to function of Board of <br /> Building Review , advised main function of Board was to study , analyze , and <br /> make recommendations for updating building codes , which occurs about every <br /> three years , and to act to reconcile impasses between parties on interpre- <br /> tation of the codes , which is an invaluable assistance to the City with <br /> the expertise Mr . Wong , member of 3oard , reported on incident recently <br /> which presented an administrative problem , not legislative , in respect to <br /> how to bring old buildings up to Code . Council indicated a policy should <br /> be made that would exempt some older buildings such as historical ones , by <br /> reducing requirements , or by adopting an ordinance allowing a " special <br /> risk" use of a structure . <br /> Mayor Keckley felt this subject should be included in recommendation to be <br /> made by Planning Commission so Council would be able to establish such a <br /> policy or ordinance patterned after other cities in this respect . City <br /> Manager advised this type of an ordinance proposal had already been <br /> referred to Board of Building Review , Planning Commission , and Park and <br /> Recreation Commission for putting together a program for preservation , <br /> restoration , etc . , of older buildings , which will be reviewed with res - <br /> pect to amendments to Code based on specific criteria .
