366 <br /> Henderson reported on concern of State regarding seismic safety of older <br /> buildings and possible legislation which might become more stringent . <br /> In concluding discussion , Planning Commissioners requested that they be <br /> again given another opportunity in the near future to meet with Council to <br /> discuss more matters of concern , which date was scheduled for June 19th . <br /> Recess for five minutes ordered at 10 : 30 A . M . <br /> Park and Recreation Commission : <br /> Chairman Larry Schenck , stated their Commission interested in what Council <br /> desired in way of open space for Redwood City in any specific areas , since <br /> it seemed Commission only made recommendations on their own . Mayor Keckley <br /> acknowledged Council ' s interest in maintaining open space but did depend on <br /> Commission ' s expertise as to recommendations for placing of park areas , <br /> types of development with new techniques . He noted , however , any recom- <br /> mendation coming before the Council took on a different aspect when decisions <br /> to be made for community as a whole , priorities involving funding for other <br /> capital improvements in the City , and the ever present effect on the tax rate . <br /> Councilman Leipzig stated she had been pleased to note the recommendations <br /> in the 1973-74 Budget by the Planning Commission , and asked if there had been <br /> any more suggestions for use of Hetch Hetchy right of way strip through the <br /> City . Commissioner. Knecht reminded in the area of Poplar and Ebener Streets , <br /> a group of residents some years ago presented a detailed plan of a park area <br /> which Staff had assisted in , but it had not been included in the Budget of <br /> that year , nor had been pursued since . He felt , however , that an overall <br /> planning concept should be maintained for this right of way . <br /> City Manager stated it was an opportune time for planning of whole right of <br /> way , since all permits had been lifted during period new pipeline had been <br /> installed . It was noted only permanent lease held by tennis club and park <br /> development at Linden and Park Streets , donated mainly by efforts of a civic <br /> group . Council questioned recent presentation made to Council for planning <br /> of a specific area of right of way and evidenced majority protest exhibited <br /> of those residents present and adjacent to proposal of portion depicted . <br /> Full scope of how survey conducted in planning stages described and feeling <br /> that majority were interested in development of the area , but that only those <br /> few attended in protest didn ' t portray whole attitude , since 70% of over <br /> 200 contacted in survey had favored the development . It was noted further <br /> planning would entail meetings in the various areas with residents to get <br /> more specifics for incorporating recommendations toward a Master Plan of <br /> park system . <br /> 5/5/73 <br /> Adj .
