367 <br /> Councilman Henderson stated her interest and past discussion concerning <br /> " Motorcycle Hill " development as a park area , since proposals for use <br /> had only been discussed specifically when before the Council for develop - <br /> ment by a private developer , and stated her desire to see this explored <br /> for open space development instead . <br /> Councilman Norris indicated his interest in improvements for pedestrian <br /> and bicycle traffic for whole of City since Waterfront Committee working <br /> on this type of development for bayside areas . He also felt a joint <br /> effort should be made for resolving problem of locating areas where motor- <br /> cycles could be used for recreation as need more apparent yearly . Mayor <br /> Keckley noted this particular problem had been under study by the County <br /> Regional Planning Commission subcommittee and recommendations had been <br /> made to County Board of Supervisors for areas where motorcycles might be <br /> used . City Manager advised this area of transportation and traffic would <br /> be a necessary part of an element of the City ' s General Plan concerning <br /> all types of perambulation . <br /> Commissioner Guida reported on constant pressure for scheduled recreation <br /> activities at City ' s playgrounds and need of more areas , questioning <br /> possibility of City development of an available area owned by the School <br /> District on Santa Clara Avenue , or any other outside City limits property <br /> area adjacent to City . Councilman Henderson questioned outcome of project <br /> that she thought had been underway by a Canada College group at this site , <br /> and was advised a small area had been developed for a playground only . It <br /> was noted too that legislation not yet enacted to require school districts <br /> to turn back property held over a long period of time without development <br /> for school purposes , or pay taxes therefor . Example given of Menlo Park <br /> in process of annexing an unincorporated area for partial purpose se of in- <br /> eluding a park development proposal . <br /> City Manager commented basic function of County responsibility is to provide <br /> recreation and park areas for all residents in County with all types of <br /> facilities which should be used to full extent as a complimentary supple- <br /> ment , since large open spaces and facilities not possible for individual <br /> cities to develop , costwise . Councilman Henderson , as Council ' s represen- <br /> tative to ABAG , noted that a new regional sub - committee had been formed <br /> relating to open space anf felt it worthwhile for Park and Recreation <br /> Commission tc develop any recommendations they might have which Council <br /> could support to present to ABAG , as some funding was available , if pro- <br /> posal qualified . She also noted fact that a request had already been <br /> received from citizenry for Council to consider using Revenue Sharing <br /> Funds to purchase the Farm Hill School site , in evidence of how all. types <br /> 5/5/73 <br /> Adj .
