368 <br /> of requests had to be weighted for Council decisions as to priorities , needs , <br /> and how related to whole of City to justify expenditure of costs . <br /> Commissioner Schenck then questioned processing of a particular recreation <br /> program that had been approved by Council that had not been very successful <br /> and felt Commission could act more effectively if this had been referred to <br /> them for more review and better planning , as had also been true in some <br /> instances in Redwood Shores planning stages . Mayor Keckley stated point <br /> well taken and one of the objectives for meeting held this day was for the <br /> purpose of better understanding and improved communication and relationship <br /> between Council , Boards , and. Commission members and Staff , when all made <br /> aware of each others concerns . <br /> Position of Council was also pointed out that in rare instances where <br /> pressure of immediate decisions must be made because of evidenced needs . <br /> Discussion then held concerning Commission ' s indication that such meetings <br /> be scheduled with the whole Council on a quarterly basis , rather than <br /> suggestion for a Council representative to attend their meetings . Council <br /> agreed to possibility and need to discuss current status of many planning <br /> areas from all Commissions and Boards , since Council members constantly ques - <br /> tioned for status of all City areas of concern from public . All reminded <br /> that reading of Minutes of Council , Commissions , and Boards , an excellent <br /> way to ascertain up - to- date information and a manner of communication between. <br /> all City groups . <br /> Subject of Armory in park site then discussed , with Master Plan indicating <br /> acquisition , but no indications of any possible transfer of site from State <br /> to City for a long time , as once discussed . City Manager reported on the <br /> funds allocated for acquisition of property on the perimeter planning and <br /> major improvement project to go to bid shortly for some six acres in the <br /> park , and two other projects proposed for next year in the Budget for re- <br /> arranging and expanding uses of park , besides future planning on acquisition <br /> of property on peripheral areas to complete park , but all referenced to <br /> priorities . Council was questioned on the extensive study made by Com- <br /> mission for planning an interim park at the State College site , and re- <br /> sultant conclusion by Council not feasible for consideration . Point made <br /> clear that there is still a citizen request pending for this consideration , <br /> but like others , involve many priorities and funding considerations , but <br /> suggestion made that this might be another possibility for referral through <br /> the regional approach previously discussed . <br /> Another concern was expressed by Commission concerning certain aspects of <br /> San ;Francisco 2t9ers ' agreement with the City as to division of large area <br /> of park by fencing partition , when it could be possibly a portable type to <br /> 5/5/73 <br /> Adj . Reg . Mtg . <br />
