270 <br /> Councilman Norris moved to approve , as submitted , Minutes of Adjourned <br /> Regular Meeting ( Executive Session) of January 8 , 1973 , and Minutes <br /> of Regular Meeting of January 8 , 1973 , Seconded by Councilman Henderson <br /> and carried . <br /> SAN MATEO COUNTY RAPID TRANSIT PROPOSAL . <br /> Mr . Sidney H . Cantwell , Jr . , County Engineer and Road Commissioner , <br /> advised he was Project Director for the County Rapid Transit Project , <br /> and thanked Council for the opportunity to make a presentation of <br /> studies now going on . He provided a detailed history of rapid <br /> transit studies in San Mateo County , beginning with a five - county <br /> study by the Bay Area Transit Commission . Engineering report on <br /> this study was completed in 1956 . The Bay Area Rapid Transit <br /> District was formed by the State Legislature in 1961 , comprising <br /> five Bay Area Counties . Marin County later withdrew , followed by <br /> San Mateo County . <br /> Subsequently , the Legislature formed the West Bay Rapid Transit <br /> which became operative in 1965 , funded from Motor Vehicle in lieu <br /> tax . Plans were completed and put before the voters for a County- <br /> wide bus service , but the measure failed to pass . He described <br /> various other studies and agencies , including formation of the San <br /> Mateo County Transit Development Board , funded partially by the <br /> Federal Government and by in lieu taxes . He described the composi - <br /> tion of the committee structure , having a Citizens ' Committee , <br /> Management Advisory Committee , composed of all City Managers of <br /> the County , and a technical committee . The scope of the study <br /> covered extension of a BART type system from Millbrae to Menlo <br /> Park . The purpose in going before City Councils was to gain feed - <br /> back as to what the cities want with respect to station location , <br /> track alignment and terminals , assuming the system would be built . <br /> Mr . Cantwell then introduced Mr . Bill Lathrop , Project Engineer for <br /> the Consultants , who would describe work progress to date , and alter- <br /> natives in the way of station location and alignments for Redwood City . <br /> Mr . Lathrop , Project Manager for the Consultants , advised that the <br /> current project study began in August , 1972 , and was expected to be <br /> complete by August , 1973 . First was an investigation of possible <br /> corridors through San Mateo County, and he noted that in all the <br /> previous studies , the conclusion was in every case that it should <br /> lie approximately along the Southern Pacific railroad , and their <br /> 1/15/73 <br />
