384 4 <br /> quorum of Council present at this time , for the purpose of meeting those <br /> interested in becoming a member of the Advisory Board of the Fair Oaks <br /> Community Center . She also noted John Rosselli present , a former City <br /> Mayor and long interested in this area of Redwood City . <br /> At the request of Vice -Mayor Henderson , Assistant City Manager James M . Smith <br /> reviewed the operational guidelines set -up by the County and passed around <br /> a copy of the guidelines for, the audience to examine . He also asked those <br /> in attendance to sign a paper passed around and designate their address and <br /> whether they lived in the City of Redwood City or in the County of San Mateo . <br /> He proceeded to highlight the operational guidelines , however , making cer- <br /> tain that everyone understood that in no way would this Board attempt to <br /> replace the Fair Oaks Neighborhood Development Council . He mentioned the <br /> responsibility of the Board would be to advise the Center Director on rules , <br /> regulations , usage and activities of the neighborhood center , would assist <br /> in determining the needs of the neighborhood and , through the Director , <br /> assist in the initiation of programs designed to meet those needs and the <br /> Board would serve without financial compensation . <br /> The Board shall consist of eleven members , serving a term of two years . The <br /> City , through its City Council , shall appoint four members , at least one of <br /> whom shall be under. 18 years of age , and all shall reside in the incorporated <br /> portion of the Target Area . The County , through its Board of Supervisors , <br /> shall appoint four members , at least one of whom shall be over 55 years of <br /> age , and all shall reside in the unincorporated portion of the Target Area . <br /> Once the Board is appointed they will be called upon in assisting the City <br /> Manager in appointing a Director , who would be directly responsible to the <br /> City Manager . These nine members shall appoint two representatives to <br /> represent those agencies or organizations utilizing the facilities of the <br /> Center . These appointees need not reside in the Target Area but shall be <br /> directly participating in an agency or organization utilizing the facilities . <br /> Ho highlighted the permitted uses of the Center : Child care during client <br /> visits -- day care center - childrent s library - recreation - well-baby <br /> clinic - interview services -- individual and group counseling - community <br /> organizing and operation - youth organization programs - job training - <br /> job interviews - job testing - job placement - educational programs - <br /> nutrition - sanitation - social behavior - family planning - homemaking - <br /> public health - clinic - examination service -- health education . He noted <br /> there would be other similar types of uses as may be determined by the <br /> Advisory Board , with the concurrence of the City and County . <br /> 5/8/73 <br /> Adj .
