384 4 quorum of Council present at this time , for the purpose of meeting those interested in becoming a member of the Advisory Board of the Fair Oaks Community Center . She also noted John Rosselli present , a former City Mayor and long interested in this area of Redwood City . At the request of Vice -Mayor Henderson , Assistant City Manager James M . Smith reviewed the operational guidelines set -up by the County and passed around a copy of the guidelines for, the audience to examine . He also asked those in attendance to sign a paper passed around and designate their address and whether they lived in the City of Redwood City or in the County of San Mateo . He proceeded to highlight the operational guidelines , however , making cer- tain that everyone understood that in no way would this Board attempt to replace the Fair Oaks Neighborhood Development Council . He mentioned the responsibility of the Board would be to advise the Center Director on rules , regulations , usage and activities of the neighborhood center , would assist in determining the needs of the neighborhood and , through the Director , assist in the initiation of programs designed to meet those needs and the Board would serve without financial compensation . The Board shall consist of eleven members , serving a term of two years . The City , through its City Council , shall appoint four members , at least one of whom shall be under. 18 years of age , and all shall reside in the incorporated portion of the Target Area . The County , through its Board of Supervisors , shall appoint four members , at least one of whom shall be over 55 years of age , and all shall reside in the unincorporated portion of the Target Area . Once the Board is appointed they will be called upon in assisting the City Manager in appointing a Director , who would be directly responsible to the City Manager . These nine members shall appoint two representatives to represent those agencies or organizations utilizing the facilities of the Center . These appointees need not reside in the Target Area but shall be directly participating in an agency or organization utilizing the facilities . Ho highlighted the permitted uses of the Center : Child care during client visits -- day care center - childrent s library - recreation - well-baby clinic - interview services -- individual and group counseling - community organizing and operation - youth organization programs - job training - job interviews - job testing - job placement - educational programs - nutrition - sanitation - social behavior - family planning - homemaking - public health - clinic - examination service -- health education . He noted there would be other similar types of uses as may be determined by the Advisory Board , with the concurrence of the City and County . 5/8/73 Adj . Reg . mtg .
