Municipal Services Center 1400 Broadway Mayor Keckley called the meeting to order at 8 : 00 a . m . ON ROLL CALL the following were noted present : Councilmen Mary W . Henderson , Marguerite Leipzig , Robert E . Norris , William C . Rhodes , Ray A . Weymouth , James S . Williams , Mayor Paul C . Keckley , and City Clerk Marian McCr indle . Also noted present were City Manager James Me Fales , Jr . , City Attorney David E . Schricker ( excused after Executive Session ) , Assistant City Manager James M . Smith , City Controller Jack Ference , Assistant City Attorney Clark Maloney ( excused after Executive Session ) , and Deputy City Clerk Frances T . Reggetts . Motion to adjourn to Executive Session for discussions of matters relating to potential litigation and personnel was made at 8 : 04 a . m . by Councilman Henderson , seconded by Councilman Rhodes and carried . Regular meeting reconvened at 9 : 40 a . m . Mayor Keckley indicated that City Council would proceed through the preliminary Annual Budget for 19731974 , by each department , with referral back to City Manager ' s budget message as necessary . Mayor Keckley noted that Accounts would be assumed to be approved without formal action , unless Council expressed opposition . Account No . 400 - City Council : City Manager advised that the budget provided the same level of activities as in 1972-73 . Allocation in the proposed budget , however , reflected the transfer of one -half of a clerical position back into the City Clerk Account since it was felt that the City Clerk function was to serve as Secretary to the Council , and therefore there was no need to split one of the positions between the two accounts . Account No . 410 - City Manager : City Manager indicated that the allocation provided the same services as in the previous budget , and the major reason for increase was to reflect salary increases enacted in January . He also noted that throughout the document , salary allocation differed from past 5/12/73 Adj . Reg . Mtg .
