M . <br /> Municipal Services Center <br /> 1400 Broadway <br /> Mayor Keckley called the meeting to order at 8 : 00 a . m . <br /> ON ROLL CALL the following were noted present : Councilmen Mary W . Henderson , <br /> Marguerite Leipzig , Robert E . Norris , William C . Rhodes , Ray A . Weymouth , <br /> James S . Williams , Mayor Paul C . Keckley , and City Clerk Marian McCr indle . <br /> Also noted present were City Manager James Me Fales , Jr . , City Attorney David <br /> E . Schricker ( excused after Executive Session ) , Assistant City Manager James <br /> M . Smith , City Controller Jack Ference , Assistant City Attorney Clark Maloney <br /> ( excused after Executive Session ) , and Deputy City Clerk Frances T . Reggetts . <br /> Motion to adjourn to Executive Session for discussions of matters relating to <br /> potential litigation and personnel was made at 8 : 04 a . m . by Councilman <br /> Henderson , seconded by Councilman Rhodes and carried . <br /> Regular meeting reconvened at 9 : 40 a . m . <br /> Mayor Keckley indicated that City Council would proceed through the preliminary <br /> Annual Budget for 19731974 , by each department , with referral back to City <br /> Manager ' s budget message as necessary . <br /> Mayor Keckley noted that Accounts would be assumed to be approved without <br /> formal action , unless Council expressed opposition . <br /> Account No . 400 - City Council : City Manager advised that the budget provided <br /> the same level of activities as in 1972-73 . Allocation in the proposed <br /> budget , however , reflected the transfer of one -half of a clerical position <br /> back into the City Clerk Account since it was felt that the City Clerk <br /> function was to serve as Secretary to the Council , and therefore there was <br /> no need to split one of the positions between the two accounts . <br /> Account No . 410 - City Manager : City Manager indicated that the allocation <br /> provided the same services as in the previous budget , and the major reason <br /> for increase was to reflect salary increases enacted in January . He also <br /> noted that throughout the document , salary allocation differed from past <br /> 5/12/73 <br /> Adj . Reg . Mtg . <br />
