In this budget it was not necessary to rely on <br /> estimates , with exception of management and Fire Department personnel . <br /> City 'Manager also commented briefly on Account 463 -General Services <br /> Administration , Account 570-Community Promotion , and Account 590-Community <br /> Center , and that allocation for operation of the Community Center amounted <br /> to approximately $ 50 , 000 , of which almost 50% is to come from San Mateo <br /> County . Councilman Norris noted under ' specific objectives " comments <br /> regarding the Civic Center Program and hoped this could be accelerated . <br /> Councilman Rhodes indicated he would like to see all studies for the <br /> Civic Center done by staff and not by outside consultants . City Manager <br /> explained that an architectural consultant would be necessary since there <br /> was no one qualified on staff , in order to determine cost estimates , <br /> although before a consultant ' s assistance is required , staff would provide <br /> space allocations and personnel requirements associated with the building , <br /> or buildings . `When a scope of work statement is done which is more <br /> detailed , in order to give the architect a frame of reference . <br /> Account No , 463-General Services Administration : City Manager advised that <br /> considerable effort has gone toward getting publications on the new equip - <br /> ment , noting that things were being done in terms of volume , particularly <br /> for Parks and Recreation , and for Planning . He felt there was need for <br /> more space for Central Services , and as soon as space becomes available , <br /> rearrangement of activities will be pursued . It was also felt there is <br /> a need for limited Xeroxing capability , but he would insist that the off- <br /> set is used to the limits of its capabilities , because it is cheaper , and <br /> the product can be a very good one . However , he did feel that there was <br /> need in a limited way for a copying machine , which could be provided with <br /> a governor to render it incapable of printing more than a small number <br /> of copies . He stated that the offset machine was performing precisely as <br /> it was anticipated it would and saving a considerable amount of money . <br /> Councilman Henderson indicated concern with the present equipment , <br /> particularly in two respects : That on occasion , paper had gone into the <br /> machine , and burned up ; and also that in some cases documents had gone <br /> through the printing process and pages were found to be missing . She <br /> was told this was a failing of the collating unit , and felt there was a <br /> need to look at the functional operations of these machines carefully <br /> because of these problems . <br /> 5/12/73 <br /> Adj .
