388 <br /> Account No , 570-Community Promotion : In response to question by Councilman <br /> Norris , City Manager indicated the quarterly Newsletter would be coming out <br /> shortly . <br /> It was noted that Mitchell Webber and Hugh Green , representing the Redwood <br /> City Downtown Association , were present . Mr . Webber stated that they under- <br /> stood that, $4 , 000 had not been budgeted for their association this year , and <br /> while they favored City ' s cutting down expenses , they did require money for <br /> programs which have been planned for the next three years . In response to <br /> question by Councilman Henderson , Mr . Webber affirmed that City had cor .- <br /> pleted payments for. the Christmas decorations , but needed funds for re- <br /> furbishing and restoration . City Manager advised that elimination from the <br /> budget was based on completion of the acquisition contract for the decorations , <br /> that they were now fully purchased , with the final payment made in the 1972-73 <br /> budget under a three-year agreement at $4 , 000 per year . <br /> In discussion concerning commercial areas other than downtown , it was felt <br /> that Staff should look at the whole issue and not just downtown , otherwise <br /> there would be criticism that the City is not doing for the neighborhood <br /> shopping centers what it is doing for the downtown area . Mayor Keckley noted <br /> that a memorandum. ( Manpower and Equipment Cost for Municipal_ Assistance in <br /> Civic Promotions for 1972 ) had been handed to Council this morning , and <br /> asked that the matter be referred to staff for report back in more detail . <br /> Under the same account , Councilman Henderson commented that she understood <br /> that Gary Doupnik , of Peninsula Celebration Association , had intended to be <br /> at this meeting , concerning request on behalf of PCA for an additional <br /> $1 , 000 in connection with the selection of "Miss Redwood City Pageant " . She <br /> felt that the PCA was far more capable to underwrite this than the City is <br /> and suggested , if Council agreed with her that the request should be re- <br /> jected , action should be taken so that they would be aware . Councilman <br /> Rhodes felt that the PCA contributes more to the City than any other group , <br /> and moved that 31 , 000 be included in the budget to PCA . Mayor. Keckley asked <br /> whether City contributed anything to PCA for their projects , and Assistant <br /> City Manager advised that City provides funds for the annual fireworks dis - <br /> play , and costs relating to the 4th of July Parade . It was the consensus <br /> that further discussion or action be deferred until later in the meeting to <br /> allow time for Mr . Doupnik to arrive . Councilman Norris expressed interest <br /> in receiving information as to how PCA is funded, and what services it <br /> provided . Councilman Henderson felt this was something the PCA should <br /> provide , rather than City staff . <br /> In response to question by Councilman Henderson , City Manager indicated that <br /> he believed costs for City Hall Christmas decorations was slightly more , and <br /> this was because of need for replacements . <br /> 5/12/73 <br /> Adj .
