394 <br /> City Manager indicated the report will be referred to Housing Concerns <br /> Committee , Planning Commission and Building Review Soar. d for review and <br /> recommendation as advisory to Council before final action . <br /> Account No . 560 - Planning : City Manager advised of increase in allocation <br /> in order to accelerate the process of bringing together the elements of. <br /> the General Plan . It was hoped by the following year to have them all <br /> together , since it would represent a great accomplishment and would be <br /> a valuable tool , but requires a great deal of work, research and input . <br /> In addition , he noted that the State continues to string together exotic <br /> elements , which raises the question of whether cities should be doing <br /> them by themselves , mentioning seismic safety as an example . <br /> Councilman Weymouth noted reference to preparation by staff of environ- <br /> mental impact reports , and City Manager advised that there is a fee <br /> structure , and indicated that when these reports are contracted out , City <br /> w ill select the consultant and applicant would pay the fee . <br /> Account No , 601 - Engineering and Administration ( Department of Public Works ) : <br /> Councilman Norris noted inclusion of dictating equipment , and felt that the <br /> total City requirements should be considered also . City Manager indicated <br /> that this was the only request out of several that was approved . However , <br /> there will be an over- all study conducted with respect to dictating and <br /> transcribing equipment . In this case , a decision had to be made because <br /> o f tooling for Redwood Shores and resultant need to increase ability to <br /> u se stenographic help . <br /> Account NTo . 630 - Street Maintenance : Approved as submitted . <br /> Account No . 640 - Water System : Approved as submitted , <br /> Account No . 650 - Sanitary Sewers : Approved as submitted . <br /> Account No . 651 - Sewage Treatment and Disposal : City Manager indicated that <br /> the obligation to Bay Area Sewage Services Agency (BASSA ) in the amount of <br /> $11 , 000 should be added into this account , as discussed earlier . City <br /> Controller stated this would come from unappropriated balance of Sewer <br /> Reserve Fund, but noted that it would cut into the funds for the new <br /> Sewage Treatment Plant . <br /> Account No . 701 - Park and Recreation Administration : Councilman Henderson <br /> commended the Department for their excellent report ) Functional Responsi- <br /> bility and Organizational Structure ) . Account approved as submitted . <br /> Councilman. Norris referred back to Account No . 510 -- Police Protection , in <br /> conjunction with stray animal problem , and offered some statistics as to <br /> 5/12/73 <br /> Adj . Reg . Mtg . <br />
